March 3, 2011
I. Mayor McClement presided. Present were Alderwomen Karen Young, Shelley Aloi, Carol Krimm and Kelly Russell, and Alderman Michael O’Connor. Also present were City Attorney Saundra Nickols and Marsha Bowers Legislative Clerk.
II. Mayor McClement led the Pledge of Allegiance.
III. The Invocation was given by Minister Ivy Coleman of The Message Ministry International, Inc.
IV. The Mayor announced that bills paid February 1, 2011 through February 15, 2011 totaled $2,130,194.64. Total bills paid since July 1, 2010 was $61,335,266.43.
V. The minutes from the February 3, 2011 Mayor and Board Public Meeting were previously distributed. On a motion made by Alderwoman Krimm and seconded by Alderwoman Aloi, the Board unanimously approved 5-0 the February 3, 2011 Public Meeting minutes.
VI. There were no Executive Sessions to announce.
VII. There were no Mayor’s comments.
VIII. During aldermanic business/comments Alderwoman Young reminded everyone that a Citizen Satisfaction Survey is posted on the City website. She stated that this survey provides the opportunity for citizens to not only let the Board know how they are doing, but more importantly to let them know what their priorities are. Alderwoman Young encouraged everyone to take advantage of this opportunity to share their thoughts. Alderwoman Russell read a statement showing her support and appreciation of the City employees. A copy of the written statement prepared by Alderwoman Russell is attached hereto and made a part of these minutes.
IX. On a motion made by Alderman O’Connor and seconded by Alderwoman Russell, the Board unanimously approved 5-0 consent agenda item A.1, Agreements between City and Developers. The approved item is:
A.1. Release of BB&T/FCNB LOC #S071698RLL in the amount of $18,850 posted by Remsberg, LLC, as guarantee of completion of SEC/SWMgmt improvements to Airport Industrial Park, Lot 15R, further described in PWA dated 08/28/98.
On a motion made by Alderwoman Young and seconded by Alderwoman Aloi, the Board unanimously approved 5-0 consent agenda item B.1, Acceptance of Grants. The approved item is:
B.1. Acceptance of a $25,000 Emergency Mortgage Assistance Program grant from the Maryland Department of Housing and Community Development.
X.1. On a motion made by Alderwoman Krimm and seconded by Alderman O’Connor, the Board unanimously approved 5-0 Special Ordinance S-11-03 to amend the FY2011 budget to include revenue and associated expenditures for an insurance reimbursement for repair of damaged equipment. There were no public comments.
X.2. The Board considered a Resolution concerning the Public Art Commission. On a motion made by Alderwoman Russell and seconded by Alderwoman Young, the Board unanimously approved 5-0 Resolution 11-05 with the following revision: addition of a new item 6 to Section III.C. “One member may be a citizen at-large” and renumbering the existing 6 and 7 to 7 and 8. There were no public comments.
XI. There were no appointments.
XII. During Aldermanic business/comments Alderwoman Krimm stated that the Board had met in workshop prior to tonight’s meeting on the subject of pension reform and added that the viewing of that meeting is available on the City’s website. Alderwoman Young stated that she is a member of the recently formed Synergies Committee, which consists of representatives from Frederick City, Frederick County, the Board of Education of Frederick County, and Frederick Community College. She added that it is very encouraging to see Departments sharing best practices and finding ways they can partner to buy and deliver services more effectively. Alderwoman Young stated that she believes this Committee will be very successful and will be helpful to all levels of government. Alderwoman Russell announced that on March 13, 2011, from 12:30 p.m. to 2:30 p.m. The City of Frederick Parks and Recreation Department is holding their Annual Open House at the Wm. Talley Recreation Center. She encouraged everyone to attend.
XIII. During Mayor’s comments Mayor McClement stated that he had received some questions regarding his decision to discontinue bulk trash pickup for City residents and wanted to take this opportunity to explain the rationale behind his decision. He stated that prior to last year, bulk trash pickup was held semi-annually and that the County had provided a subsidy to all municipalities for tipping fees at the landfill, which was approximately $40,000 annually to the City. The Mayor said that the funding from the County was cut in half last year and consequently bulk trash pickup was reduced to one time. He continued that this year the subsidy has been eliminated entirely. Mayor McClement added that he had met with Marc Stachowski, the Deputy Director of the Department Public Works, and in an effort to reduce the budget deficit made the decision to eliminate bulk trash pickup as it has been done in the past. The Mayor stated that the City will continue to pick up bulk trash items for a fee that will cover their cost, and that pickup can be arranged by calling the Department of Public Works. He strongly encouraged everyone to consider donating gently used items to local organizations and charities and to recycle whenever possible. Mayor McClement continued that he and Katie Barkdoll, Director of Budget and Purchasing, have been attending NAC meetings and encouraging citizens to visit the City’s website, 2012 Budget Feedback, to provide input on what services they feel could be reduced and those they could do without. He stated that the thoughts and ideas of the citizens would be taken seriously and added that citizens can email him and he will do his best to respond. The Mayor then announced that he is going to be a grandfather.

XVI. There were no general citizen comments.
There being no further official business, the meeting was adjourned at 9:06 p.m.

"One year has passed since I read a statement at a Mayor and Board meeting addressing the employees of the city. A lot has happened since then, and I believe, once again, that it is time talk to the employees publicly.
In the last year, many of you lost colleagues to layoffs. This was an extremely difficult time, of course for those who lost their jobs, but also for you who carried on in the wake. We all felt strong emotions about what happened, yet you have carried on as professionals. You were tasked with taking on additional responsibilities, along with managing your own, but you have once again risen to the challenge. You have done an extraordinary job, and I thank you.
We find ourselves facing more challenges again this budget year, and I know you are worried and scared. You have watched as the county has made significant cuts to programs, reorganized and laid off employees, and then, when it seemed the worst was over, even more of your colleagues in the county lost their jobs. The fear of losing your livelihood can affect your daily activities, your concentration, your health, your family life. It can be paralyzing. I want you to know that as an elected official, and a former city worker, I recognize your concerns, and acknowledge that they are very real. I believe we, as elected officials, have a responsibility to you to listen to you, to hear you, and to make sure you have resources to address your concerns.
Undoubtedly there will be changes in your future. You have listened to discussions regarding jobs, pay, benefits, and retirement. We don’t yet know what the future holds, but we do know the changes will affect you as employees. I, for one, do not want to make these decisions without giving you an opportunity to share your ideas. Many of you have expressed willingness to take reductions in pay, furlough days, and have offered other suggestions to share the burden. Your esprit de corp, your team attitude, and your innovation is truly appreciated.
It is my hope that the Mayor’s budget will not include any layoffs, and that other methods will be offered to reduce our deficit. Our employees are the service providers to Frederick. Without you, we cannot live up to our obligations as a municipal government. You are doing so much for the city with less and less each year, and under extraordinary scrutiny. You are to be commended for your steadfastness, and recognized for your tireless performance. I have said this before, and I will say it again now; you should never be made to feel that because you are a government employee that you are a second-class citizen, or a disposable commodity. You have chosen the path of public service, to work for the benefit of others, and you should be proud. I am proud of you, I am grateful, and I thank you."
