Training Division


The Frederick Police Department’s Training Division is designated as the Department’s central training authority, which includes entrance level, in-service, specialized and advanced training of the Department’s sworn and civilian personnel. A Lieutenant commands the Training Division, and a full time staff consisting of a Sergeant (Supervisor), Corporal (Administrative Coordinator), and two Officers (Firearms/Emergency Vehicle Operations Coordinator and Training Officer).

The Training Division operates the Charles V. Main Training Facility and Frederick Police Academy. In addition, the Division hosts seminars, workshops, and the Citizen Police Academy. To maintain certification of all sworn personnel, the Training Division ensures compliance with all regulations, mandates, and criteria set forth by the Maryland Police and Correctional Training Commission (MPCTC).

Frederick Police Academy

The Frederick Police Academy is located at the Charles V. Main Training Center and remains a Class I Academy, permanently certified by the Maryland Police and Corrections Training Commission for entry-level police training. In addition to full time staff members, the Training Division utilizes a resource of over 50 MPCTC certified instructors and approximately 48 outside instructors. This provides the student of the Frederick Police Academy a well-balanced curriculum that includes cultural diversity, problem solving, and officer survival tactics. The Frederick Police Academy consists of approximately 1200 hours of lecture and practical scenarios and has successfully graduated 50 academy classes since 1965. The Frederick Police Academy has trained and certified more than 450 police officers of the Frederick Police Department and personnel from 20 other jurisdictions.

Charles V. Main Training Facility

The Charles V. Main Training Facility is located off Linganore road, east of Frederick. The Frederick Police Department hosts many diverse training programs and is designated as a regional Criminal Justice Information Systems (CJIS) training facility. The training facility meets the increasing training needs by maintaining four classrooms with a variety of multi-media capabilities as well as a multi-purpose area that provides a safe training area for defensive tactics. The Charles V. Main Training Facility live fire range has undergone a major renovation and has received a Certificate of Recognition for Environmental Plan Best Practices from the EPA. The live fire range allows for scenario based training by providing steel targets as well as pneumatic, moving, and turning target systems. The live fire range is also utilized by several outside agencies to include the Federal Bureau of Investigation, Ft. Detrick DOD and Military Police Departments, National Institute of Health Police Department, and the National Institute of Standards Police Department. The construction of a two-story townhouse continues and will further enhance the Frederick Police Department’s ability to conduct scenario based training programs. The Charles V. Main Training Facility hosts a “Kiddie Academy” each summer through cooperative efforts with the Community Services Division.

Citizen Police Academy

The CPA is a 12-week program designed to give interested citizens an overview of the many functions of their police department. Participants receive instruction in the many aspects of modern law enforcement such as uniformed patrol, criminal investigations, undercover operations, and tactical operations. There are numerous interactive and hands-on segments such as crime scene preservation and evidence collection, as well as a defensive tactics demonstration. On the final practical exercise day, participants will test the sills and knowledge they have gained over the past 12-weeks by responding to scenario-based situations as the police.

Upon completion of the program, participants will not be sworn police officers, nor be expected to perform any law enforcement functions; they will, however, have a greater understanding of what the Frederick Police Department does and how we can work together to make Frederick an even better community for everyone. Since 1999, various citizens, members of city government, business leaders, and local media representatives have attended the CPA.
