BLASTING
Permits for Blasting are issued by the State Fire Marshal (Western Regional Office 301-791-4758) or Baltimore Office of the State Fire Marshal (410-875-5450) Issues or concerns relating to blasting on private property should be referred or forwarded to the State Fire Marshal Fire Marshal (either office). When blasting is being performed in conjunction with work within the City’s right-of-way or other contract projects, enforcement concerns can be addressed to the Engineering Department, Project Management, 301-600-1405.
BURNING PERMITS
For all requests for burning permits (both City and County), please contact the Frederick County Department of Environmental Health at 301-600-1717.
BUSINESS LICENSE (or Trader’s License)
A Business (or Trader’s) License is issued to anyone or any business (both Frederick City and Frederick County) who is working with an inventory. If just a service is being provided, this license would not apply. Please contact the Clerk of the Circuit Court for further information on obtaining this type license at 301-600-1960.
CONSTRUCTION WORKING HOURS:
The Sound Emission Ordinance (02-9, Section 15-21 of the City Code) identifies:
15-21.2.(b) A person may not cause or permit noise levels emanating from construction or demolition site activities which exceed:
(1) Ninety (90) dBA during daytime hours
(2) The levels specified in the Allowable Noise Level Table (see below) during nighttime hours.

“Daytime Hours” as being between the times of 7:00 a.m. to 10:00 p.m., local time.
Noise Levels from construction/demolition CANNOT EXCEED 90dBA

“Nighttime hours” are between 10:00 p.m. and 7:00 a.m., local time.

DUMPSTERS
If anyone is in need of permission to place a dumpster in the right-of-way (street or sidewalk) for temporary use through a construction project, contact the Traffic Division of the Engineering Department at 301-600-3885.
FINGERPRINTING SERVICES
Fingerprinting services are provided by the following law enforcement agencies:

GAMING PERMITS
Permits to hold raffles, bingos, etc., are called “Gaming Permits.” These permits are issued through the Frederick County Permits Office. Please contact the Frederick County Gaming Permit Specialist at 301-600-2946.
GOING-OUT-OF-BUSINESS SALE
You must contact the Clerk of the Circuit Court for Going-out-of-Business Sales in both City and County. Contact Clerk’s office at 301-600-1960.

NOISE/EMISSIONS CONTROL
Under City Code, we have a noise ordinance (See Section 15-21 – 15-21.6 Sound emission, noise, etc.) describing noise, what is deemed to be a nuisance, exceptions, decibel levels permitted in various zones, etc.

SIDEWALKS (Public Walk)

Blocking of Sidewalk (i.e. scaffolding, dumpster, etc)

Repair of Sidewalk
Property owners are responsible for the repair and upkeep of the public walk fronting along their property. If sidewalk needs replacement, the City has a “Sidewalk Repair Program” in place allowing the property owner to enter into an agreement with the City. The City will make the repairs and bill the property owner for the work performed. Contact the City @ 301-600-3809 for further information.
TEMPORARY STREET CLOSURE POLICY
There is a temporary street closure policy to allow residents to request permission to close streets for having community block parties, etc. Contact the Engineering Department @ 301-600-1405 or go to the following Website to download application:

TREE PLANTING PERMIT (Public right/way or on City property)
A tree planting permit is required for any individual or group who would like to have a tree planted in the public right-of-way or on City property. YARD SALES
Although no permit is required to hold a yard sale, per City Code, there can be no more than 4 yard sales per year allowed for any one property.
