RE:                   The City of Frederick Periodic Occupational Safety and Health 2006 Training Calendar (P.O.S.T.)

              I.      Purpose:           To provide education and training, whether government required or elective which aspire to the City of Frederick’s Safety and Health Goal.

Safety and Health Goal

“To commit all resources necessary to eliminate the causes of workplace accidents, to control employee health hazard exposures and to promote off-the-job safety and health.”

II.      Scope:              All City of Frederick Department Heads, Managers and Supervisory staff shall use this calendar to plan and schedule for occupational safety and health training applicable to their employees.

III.      Background:     One of the most positive actions the City of Frederick has taken in our accident prevention program is to provide safety and health training for our employees.  The effects of our efforts are observable and measurable, which has served as a positive evaluation of our accident prevention work.

The National Safety Council states, “The test of a good safety and health program is whether the employees’ new awareness regarding safety, results in observable, measurable improvements in job safety and health performance (for example, fewer accidents, lower absentee rates due to illness or injuries).”

The Safety Council further states that, “There are four steps to changing employee behavior regarding safety and health, they are:

·                    Providing orientation and training

·                    Promoting safety skills

·                    Developing “Safety Awareness” attitudes and

·                    Modeling good safety practices (supervisors and upper management).”

For these reasons we train and educate our employees in the applicable Safety and Health topics.

What’s New for 2006:  This year, in an effort to assist the scheduling supervisor with more options to better appropriate time spent for employee training, we have taken several generic courses that are most applicable to everyone, and combined them into a 1-1/2 day training class entitled New Employee Safety 101 & 102.  I trust that this will be advantageous to all.

Note:  “Industry Specific” courses remained the same and can be found by reviewing the matrix on pages 20-29.

Note:  Water/Wastewater Supervisors, Operators will find important course MDE code and correlating hours within the Matrix on Pages 20-29.

Should you have any questions or concerns with regard to the 2006 Safety and Health Training Calendar, please contact Dan Patton within the Safety Department at your earliest opportunity.  Ext:  22546
