What
is Park Enforcement?
The
City of Frederick's Parks and Recreations Department
employs a full time Park Enforcement Agent. The goal
is to make sure the Parks and Recreation facilities
remain safe and enjoyable for all to use. To accomplish
this goal they: patrol the parks, check park facilities,
answer citizen questions, address citizen concerns· enforce rules, regulations and ordinances of the City.
When using the City parks please follow all laws. If
you observe any suspicious activities, vandalism, or
safety hazard in our parks, please let us know by contacting
Jesse Goode, Park Enforcement Agent, for The City of

Do
I need a Department of Recreation ID card to enter?
The Wm. Talley Fitness Center and Gymnasium are open to the general public with a fee. You may pay the daily entrance or purchase a membership. Prices are based on residency. Please be prepared to show identification. (City or Non City) Please see chart below for specific cost. Our satellite sites, Thomas Johnson Middle School and Whittier Elementary School also have nominal entrance fees. Times vary daily on open gym availability at all locations. Please check schedule or call our main reception desk at 301.600.1492.

How can I rent a park or pavilion?
First
call 301-600-1493 to check the park's availability,
then come to the Recreation Department and complete
the application to use a City facility, pay the required
fee & your signed & approved permit will be
mailed to you.
How do I get items of concern to the Director or
the Recreation Commission?
Public
input can be heard at our monthly Recreation Commission
meetings, which are held the third Wednesday of every
month at 7:00 p.m. at the William R. Talley Recreation
Center, 121 N. Bentz Street. If you have a concern regarding
your neighborhood park or policy about the City parks,
please contact Roelkey Myers at rmyers@cityoffrederick.com
or 301-600-1902 to be placed on the agenda for the next
available Recreation Commission meeting.
How
do I register for classes?
You can register in person, by mail or over the phone using VISA or MasterCard. If you choose by mail, obtain a registration form from the brochure, complete form, enclose a check for the fee of the class and mail to: City of Frederick Recreation Department, ATTN: Registration, 121 N. Bentz St. Frederick, MD, 21701.
When does registration for swim lessons start?
Information
regarding the Summer Swim Program (i.e., class dates,
times, levels, etc.) is available in February of each
year. Registration usually begins in March; however,
exact registration dates will be included with the information
released in February.
Is the Baker Park pool the same as Thomas Pool?
Yes,
the Edward P. Thomas, Jr. Memorial Swimming Pool is
located on Fleming Avenue in Baker Park. Many residents
refer to this as the Baker Park pool.
Where is the Diggs Pool?
The
William R. Diggs Memorial Swimming Pool is located in
Mullinix Park along the Carroll Creek promenade (behind
the County Court House & City Police Department).
An access road off of West All Saints Street leads to
the Diggs Pool & Mullinix Park.
Does the City have a youth basketball league?
Yes,
we have numerous basketball opportunities for youth.
The Little Hoops program is an intramural league where
teams actually play one another. The Junior Varsity
division is for ages 6-8; the varsity division is for
ages 9-11. The K.I.D.S. Program is a clinic, which teaches
the fundamentals of the game. Scrimmages are held towards
the end of the program. It also has Junior Varsity and

Does the City have a youth soccer program?
Yes
- we offer a Fall and Spring program for Under 7 and
Under 10 age divisions. Registration for the Fall program
begins in May although the season actually starts in
September. Registration for the Spring program begins
in December with the season actually starting in April.

How can I volunteer my time?
Among
other things, the Recreation Department actively seeks
volunteers to coach with all of our youth sports programs
- basketball, soccer, and in-line hockey. Call the Recreation
