Training Division


Under the command of Lieutenant Richard L. Hetherington, the Training Division is designated the Department's central training authority which includes entrance level, in-service, specialized and advanced training of the Department's sworn and civilian personnel.

Sgt. Clark A. Pennington supervises the Training Division. Cpl. Mathew Evans serves as Administrative Coordinator and Officer First Class D. Scott Ertter is the designated Firearms Coordinator.

The Training Division operates the Frederick Police Academy which is responsible for entry-level training. In addition, the Division hosts seminars, workshops, and the Citizen Police Academy. To maintain certification of all sworn personnel, the Training Division ensures compliance with all regulations, mandates and criteria set forth by the Maryland Police and Correctional Training Commissions.

During 2002, the Maryland Police Training Commission recognized Cpl. Jason Keckler as Instructor of the Year for the State of Maryland.

In 2003, the Maryland Police Training Commission recognized OFC Scott Ertter as Instructor of the Year for the State of Maryland.

Frederick Police Academy

The Frederick Police Academy, located at the Charles V. Main Training Center, remains the only Class I Academy in Frederick County permanently certified by the Maryland Police and Corrections Training Commission for entry-level police training. In addition to full time staff members, the academy utilizes a resource of over 50 MPCTC certified Frederick Police Department instructors and 48 outside instructors to provide recruits with a well-balanced, diverse mix of information and instruction. Since 1965, the Frederick Police Academy has trained and certified more than 375 officers. This includes not only Frederick Police Department officers but also personnel from 21 other jurisdictions including:

In June 2007, the Academy graduated 12 Frederick Police Department officers from its 49th session.

On October 22, 2007, the 50th Academy session commenced with 15 Frederick Police Department student-officers and one student-officer from the Laurel Police Department. A number of these recruits will be participating in the Frederick Community College AAS program.

Charles V. Main Training Facility: Located off Linganore Road east of Frederick, the Charles V. Main Training Facility hosts many diverse agencies using our firing range. They include

The years 2002 and 2003 saw continued improvements to the Charles V. Main Training Center facilities including a twelve workstation computer training laboratory.

In the fall 2004, a new Multi-Purpose Training Room/Gymnasium facility was added to the complex. This new building provides rooms for physical and defensive tactics training, weapon maintenance areas, and storage. It allows the agency to meet increased training needs as the City of Frederick continues rapid growth.

Construction plans have been approved and work has begun on a single-family town home that will be used as a training scenario house, providing a realistic setting for scenarios used during training exercises.

Citizen Police Academy

Designed to show the citizens of Frederick the many functions their Police Department performs and the situations that officers face each day, since 1999 the Training Division has conducted sessions of the Citizen Police Academy. Under the direction of Corporal Evans, citizens are presented with ten sessions of topics normally taught at the Frederick Police Academy. Experts from various divisions of the Department lecture on their specialties while documentary videos and practical exercises reinforce each block of instruction. Attendees include members of city government, community and business leaders, local media representatives, and citizens who express an interest in learning the workings of the FPD.

Police Children's Summer Program

Since the summer of 2003, the training staff teamed up with the Frederick City Recreation Department to implement a program developed by the police department for the Recreation Department's summer camp activities. This program includes classroom lectures, police related practical exercises, physical agility testing, equipment displays, K-9 demonstrations, and career preparation information.
