Planning Division


SEMPER PARATUS (Always Ready)

Sergeant Dennis Dudley is the supervisor of Planning Division and Corporal Steven Patswald is the Assistant Supervisor. The Planning Division was established in October 2004 to consolidate all long range strategic planning, emergency preparations, and Homeland Security plans, provide planning and research assistance to all components of the Department; and assist the Operations Bureau Commander in any project or matter as required. The Planning Division is authorized a Lieutenant and a Corporal.

The Planning Division manages all aspects of the Department’s emergency planning, to include training and equipment selection, procurement, and maintenance of the program. The Division develops and maintains the Department’s emergency operations plans and coordinates with plans developed at the City, County, State, and Federal levels (Revision of City’s Emergency Operations Plan/ Homeland Security Technical Advisory Council).

The Planning Division conducts and coordinates all aspects of the Department’s homeland security activities and terrorism preparation and response. It accomplishes this by being the Frederick Police Department’s liaison with all appropriate City and allied agencies concerning homeland security and emergency planning matters (Local Emergency Planning Committee, Citizens Corp Council, County Emergency Manager, Homeland Security Technical Advisory Council, Maryland Coordination and Analysis Center, and Joint Terrorism Task Force). The members of Planning Division serve as the Chief of Police and City’s representatives to committees and other joint functions preparing for emergencies and/or conducting homeland security activities.

The Division is responsible for managing and preparing the Department’s long-term strategic goals and plans. This is accomplished through the coordination and preparation of goals and objectives for all Departmental units.

All aspects of the Department’s grant processes and applications are managed by the Planning Division. This ensures that all grants and applications conform with the Frederick Police Department’s Strategic Goals and Objectives.

The Planning Division administers the collection, analysis, and submission of data gathered under the Department’s Vehicle Stop Log program. Each year it reviews the data and provides a report to the department Command and Staff.
