The Frederick Police Department’s official crime statistics are based on the FBI’s Uniform Crime Reporting guidelines. In most cases, these guidelines require that all events interpreted as “attempts” be included in the summary statistics. Using the crime of rape as an example, the public should be cognizant that the UCR category not only includes rape by force, but also those events interpreted as attempted rapes, and assaults with intent to rape.
