About the Planning Department

The Planning Department provides various services to the residents and businesses of Frederick related to the physical development of the City. The Department is responsible for land use planning, zoning administration, development review, historic preservation, as well as other urban development activities. The Department also provides staff support to the Planning Commission, Zoning Board of Appeals, Water and Sewer Service Committee and the Historic Preservation Commission. A major responsibility of the Planning Department is to prepare and maintain the City’s Comprehensive Plan. The more short-term or maintenance responsibilities of the Department include preparation of State reports, assessing rezoning petitions, updating the City’s land development regulations, and producing neighborhood plans. The Department is also tasked with reviewing proposed subdivisions, site plans and building permit applications to insure compliance with The City’s Comprehensive Plan, Land Management Code, and several other local regulations.

Services Provided by Divisions of the Planning Department
The planning department is divided into three divisions each with the following tasks:

Development Review

a. Process and review all development plans in the LMC for the City Planning Commission approval;

b. Process and review Zoning Board of Appeals requests for Board approval;

c. Process and review proposed text and map amendments to City zoning map and the Land Management Code;

d. Record final plats with the County Circuit Court;

e. Generate The City property addresses and distribute to pertinent agencies;

f. Review and process building permits;

Compliance Services (formerly Code Enforcement)

a. City Code compliance;

b. LMC compliance;

c. Historic Preservation compliance;

d. Building, plumbing or electrical violations are regulated by the Building Department.

Comprehensive Planning

a. Process and review Historic District requests for the Commission’s approval;

b. Research, prepare and publish the City Comprehensive Plan;

c. Research and collect census data for preparation of The City’s Annual Report;

d. Provide the State with various required reports to comply with regulations and policies.
