Benefits
The Human Resources Department (HRD) is responsible for overseeing, managing and coordinating the City's compensation, benefits and retirement programs. It is also involved in recommending new policies and procedures in response to changes in legislation affecting benefits. It is responsible for various routine or seasonal activities on matters pertaining to benefits, such as Open Enrollment, which is held in May each year. At that time employees and retirees may make changes to their health insurance and any other benefits. The City of Frederick offers the following benefits to eligible employees and their eligible dependents. Eligible full-time employees are those scheduled to work a minimum of 40 hours per week. Eligible regular part-time employees are those scheduled to work less than full-time, typically 20 hours per week. Eligible seasonal or temporary part-time employees are those scheduled to work seasonally or sporadically. Type of Benefits:
Paid Vacation Time—Available to Full-Time Employees
Ten days paid vacation time during the first year of employment. Must work six (6) continuous months before being eligible for vacation time. Number of vacation time increases based upon years of service.
Paid Sick Leave----Available to Full-Time Employees
One day per month, unlimited maximum, creditable service for unused sick leave at retirement.
Holidays---Available to Full-Time Employees
Twelve paid holidays per year.
Bereavement Leave---Available to Full-Time Employees
Three working days off with full pay to attend services for death in the immediate family. If traveling 200 miles or more, the employee will be allowed an additional two (2) working days for a total of (5) five working days. Four (4) hours of paid leave is granted for the death of a relative or close friend, who is not defined as an immediate family member. Jury Duty Leave---Available to Full-Time Employees
Employee granted leave with full pay, with exception that if full pay is already being given by the court system, for that time, no additional pay will be granted.
Military Leave---Available to Full-Time Employees
The employee will be paid the difference in his/her regular City pay, and his/her military pay. This supplemental pay is subject to existing policies. Please see HRD for details.
Family Medical Leave---Available to Full and Regular Part-Time Employees
Up to 12 weeks of leave of family medical leave is available to employees who have at least 1,250 hours of service and who have been employed for at least 12 months by the City. See HRD for details. Compassionate Leave Donations---Available to Full-Time Employees
Employees shall be permitted to donate paid sick leave time, subject to the approval by the Director of the employee's department or his/her designee, to any employee who has exhausted all paid leave by reason of a personal and/or family difficulty covered by the employee's normal leave. Health Insurance---Available to Full-Time Employees
A choice of three health insurance plans with dental and vision riders. The City pays 85% of the cost of health insurance, covering employees and dependents. Stand-Alone Dental Plan---Available to Full-Time Employees
A dental plan that offers coverage for a broad range of dental services. Group Legal Plan---Available to Full and Regular Part-Time Employees A comprehensive legal service plan. Group Banking Plan---Available to Full-Time and Regular and Seasonal Part-Time Employees Some features are direct deposit, loans, savings account, check and credit cards, etc.
Supplemental Insurances---Available to Full and Regular Part-Time Employees. Personal Cancer Protection, Supplemental Short-Term Disability, Personal Accident Expense Plan, Personal Recovery Plan, and Whole Life Insurance with a Long Term Care Rider.
Flexible Spending Account---Available to Full and Regular Part-Time Employees
A pre-tax account to cover up to $5000 in dependent care and up to $5000 in medical care.
Group Life Insurance---Available to Full-Time Employees
The City offers short and long term disability insurance and a group term life policy, which is 1 x base salary.
Retirement Plans---Available to Full-Time Employees, May Be Available to Regular and Seasonal Part-Time Employees, if 1,000 hours worked per year requirement is met
There are two plans available:
- 30-year plan at no cost to employee. Benefit equals 36% of final average pay at 30 years of service.
- 25-year plan costs employee 7% of salary and employee can retire at 25 years of service at 50% of final average pay.
(Must be employed one year before being eligible for these plans.)
Retirement Plan for Sworn Officers
22-year Sworn Officer Plan - costs employee 8% of salary and employee can retire at 22 years of service at 60% of final average pay.
457 Savings Plans---Available to Full and Regular Part-Time Employees
The City offers Supplemental Retirement Savings Programs through Citistreet and Nationwide Retirement Solutions.
US Savings Bond---Available to Full and Regular Part-Time Employees
City employees may purchase savings bonds through payroll deductions. The employee may join at any time upon completion of an enrollment form.
Tuition Reimbursement---Available to Full-Time Employees
Reimbursement is limited to two courses per semester and to a maximum of $2,000 per fiscal year.
Parking ---Available to Full-Time and Regular and Seasonal Part-Time Employees
The City’s Free Express Shuttle Bus service is available to City employees that do not have access to free parking and are located at a downtown facility. Credit Union---Available to Full-Time and Regular and Seasonal Part-Time Employees
City employees may elect to join the Comstar, Chessie and Spectrum Credit Unions. Some features of the credit unions are: Direct Deposit, Loans, Visa Credit Card, Club Accounts, etc.
Direct Deposit---Available to Full-Time and Regular and Seasonal Part-Time Employees
Direct Deposit is available for all employees, at no cost.
Employee Assistance Program---Available to Full-Time and Regular and Seasonal Part-Time Employees
The City offers confidential, personal counseling, up to six (6) sessions per episode, for all employees and their dependents through the Employee Assistance Program (EAP)
Employee Discounts---Available to Full and Regular Part-Time Employees
The City offers discounts for the Recreation Center and the Weinberg Center.
Summer Pool Passes---Available to Full and Regular Part-Time Employees and Retirees
The City offers summer pool passes. |
