When to Pay Your Bill

Due Date: All charges are due within thirty (30) days of the bill dates. Payments received (at City Hall) after the due date are subject to a one percent (1%) penalty per month. Failure to pay this bill within sixty (60) days of the bill date may result in a discontinuance of service.

Section 25.2.2: Section 25.2.2 of the Frederick City Code provides for additional charges to restore service suspended for failure to pay. Service charges shall be a first lien against said property.

Other Important Information

Account Names: Water and sewer accounts are maintained in the name of the property owner. Account names are changed when a property is transferred.

Returned Check Policy: A return check fee will be charged if a check is returned by your bank for any reason.

Storm Water Management Fee

Storm water is created when water, mostly rain, cannot be absorbed into the ground. Most residential properties have about 30% impervious surface, multi-residential and commercial properties have about 70% impervious surface, and agricultural or country clubs have about 5% impervious surface. Impervious means the ground is covered and water cannot be absorbed, i.e. house, driveway, parking lot, etc. The City is processing that runoff in its sewer systems.

The Bay Restoration Fund Fee ("Flush" Tax)

All wastewater treatment plant owners have been mandated by the State of Maryland (Senate Bill 320, May 26, 2004 www.mlis.state.md.us ) to collect Bay Restoration Fund Fees (BRF) from their users and forward the funds collected to the State of Maryland. The BRF is a dedicated fund that will be used to upgrade sewer plants, and pay for farmland crop cover to reduce nitrogen flows into Maryland waters. Customers will see this BRF fee on Utility bills effective January 1, 2005

  • Residential customer will have an additional charge of $7.50 per quarter of BRF due on their water & sewer bill.
  • Non-Residential customers will be billed at a rate of $7.50 per quarter per equivalent dwelling unit (EDU) up to 3000 EDU, between 3001-5000 EDU will be charged at $3.75 per quarter per EDU, and any EDU’s over 5000 for one customer will not be billed. The maximum fee for any single site is $10,000.

Calculation of Water & Sewer Bill

Base Charge: For a .75 inch meter- $17.91 / 90 days = $.199 per day for water and $.199 per day for sewer (see Rate Schedule for other meter sizes). Multiply the daily rate times the number of days on your bill for both Water and Sewer.

Volume Charges (See Rate Schedule):

  • Step 1: Up to 6,000 gallons per 90 days at $1.69 per 1,000 gallons for water and $1.69 per 1,000 gallons for sewer.
      • 6,000 / 90 days = 66.67 per day
      • 66.67 X Number of days on your bill = Consumption Volume 0-6k
        NOTE: Check your total consumption billed, if it is less than the Consumption just calculated, use Total Consumption Billed in place of the calculated consumption
      • Consumption Volume 0-6k X $1.69 = Billed Volume 0-6k
  • Step 2: Up to 10,000 Gallons per 90 days at $2.46 per 1,000 gallons for water and $2.46 per 1,000 gallons for sewer.
      • 10,000 / 90 days = 111.11 per day
      • 111.11 X Number of days on your bill = Subtotal Consumption Volume 6-16k
        NOTE: Check your total consumption billed, if it is less than the Subtotal Consumption just calculated, use Total Consumption Billed in place of the calculated consumption
      • Subtotal Consumption Volume 6-16k – Consumption Volume 0-6k = Consumption Volume 6-16k
      • Consumption Volume 6-16k X $2.46 = Billed Volume 6-16k
  • Repeat Step 2 for additional tiers if necessary.
    • Volume 16,001-24,000
    • Volume 24,001-32,000
    • Volume >32,000

The Sewer Service charge is the sum of the base charge and all volume charges for Water Service.
