Trash Service – How does a new City resident arrange for trash service?

Trash is collected throughout the City using one of two methods.

If you’re area is NOT served by the Automated Trash Collection program, no special arrangements are necessary. Simply set out your trash according to the following service guidelines and restrictions:

  • Collection Schedule Trash is collected twice-weekly between the hours of 12 midnight and 8:00 a.m. Trash should be set out after 5 p.m. on the night preceding collection. Collections are suspended on six holidays (New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, and Christmas). If your collection day coincides with one of these holidays, please hold your trash until the next regularly-scheduled collection day.
  • Service Quantity Each residence may set out up to ninety (90) gallons of refuse per collection.
  • Placement of Trash- Curbside-collected trash must be placed in front of the residence as close as possible to the public street. Do not place within five feet of fire hydrants.
  • Trash Containers Both trash cans and trash bags may be used. Trash can volume cannot exceed thirty-five (35) gallons.

Procedures and Restrictions

  • Bulk Items - Large items that cannot fit into a trashcan or trash bag.
  • Cardboard/Paper - This material should be recycled.
  • Christmas Trees - This material should be recycled.
  • Construction and Demolition Waste - Large items that cannot fit into a trashcan or trash bag.
  • Grass - The City does not collect grass clippings.
  • Glass - Please wrap in a way that does not pose a threat to trash personnel.
  • Hazardous and Infectious Waste - It is illegal to set out waste that poses a hazard to human health or the environment. This includes medical waste, motor oil, antifreeze, batteries, and household chemicals such as fuels, cleaners, pesticides, pool chemicals, paints, stains and sealants. City residents may participate in the Frederick County Government's Household Hazardous Waste disposal programs.
  • Leaves - Material should be recycled.
  • Needles - Hypodermic needles and sharp objects shall be placed in metal or hard plastic containers beore being set out with your trash.
  • Paint - Do not dispose of wet paint. Dry paint can be set out with your trash.
  • Tires - City residents may participate in Frederick County Government's Tire Disposam program.
  • Yard Waste (Click here for more information on yard waste) - Yard waste consist of any materials normally generated in the maintenance of gardens, yards, lawns, or landscaped areas, whether residential, commercial or public, including leaves, grass clippings, plants, shrubs, prunings and trimmings no greater than 7 feet in length and no greater than 6 inches in diameter.  Yard waste does not include other tree waste, land clearing debris, waste pavement, soil or any edible product from any garden, yard, lawn or landscaped area. Yard waste, including all tree waste, and land clearing debris shall only be placed out for collection during approved special collection days established by the City. During these times, placement shall be next to public curbs, next to enclosures or beside designated public alleys. Yard waste may be set out for collection during the approved collection days in up to 35 gallon containers and kraft paper bags not exceeding 50 pounds will be collected. No plastic bags are allowed. No item over 50 lbs will be collected. Loose items such as leaves, branches, trimmings, weeds, flowers, etc. must be in containers, kraft bags, or bundled with biodegradable twine.

How does a new City Business arrange for trash service?

There are two types of commercial trash services depending on whether the business is inside or outside of the Downtown Commercial District.

If your business is located within the Commercial Downtown District (see below) please contact the City’s Supervisor of Waste Collection and Disposal at (301) 600-1377 for service information.

If your business is located outside of the Commercial Downtown District no special arrangements are necessary. Simply set out your trash according to the following service guidelines and restrictions:

  • Collection Schedule Consult the route map (*forthcoming) to determine your collection schedule. Trash is collected twice-weekly between the hours of 12 midnight and 8:00 a.m.. Trash should be set out after 5 p.m. on the night preceding collection. Collections are suspended on six holidays (New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving, and Christmas). If your collection day coincides with one of these holidays, please hold your trash until the next regularly-scheduled collection day
  • Service Quantity Each place of business may set out up to one-hundred-sixty (160) gallons of refuse per collection. Please note that a “place of business” is a single business, or combination of businesses that occupy a single recorded parcel of land. Businesses that require a greater level of service may consult the Rubbish section in the local telephone book for private trash companies.
  • Placement of Trash- Curbside-collected trash must be placed in front of the business property as close as possible to the public street. Do not place within five feet of fire hydrants.
