WHAT ARE THE LOCATIONS OF THE PARKING GARAGES AND MUNICPAL PARKING LOTS?

There are four parking garages and two municipal parking lots in the City of Frederick.

The parking garage locations are:

The Court Street Deck is located at 2 S. Court St. and is accessible from S. Court St. and Citizens Way.

The Church Street Deck is located at 17 E. Church St. and is accessible from E. Church St. and off of the 100 block of N.Market St. behind the Brewery Pub and Restaurant.

The Carroll Creek Deck is located next to the C. Burr Arts Library and is accessible from the 1 st block of E. Patrick St. and off of the 1 st block of S. Market St.

The West Patrick Street Deck is located next to the Fredrick County Courthouse on the west side, and is accessible from 2nd block of W. Patrick St. and the first block of S. Court St.

The municipal parking lot locations are:

The North Market Street Lot is located on N. Market St. and is accessible from the 300 block of N. Market St.

The Marc Station Lot is located behind the Marc Station, which is located on East St. The parking lot is accessible off of Wisner St.

WHAT ARE THE FEES FOR THE PARKING GARAGES AND MUNICIPAL PARKING LOTS?

Monthly parking at the 4 parking garages is available at a cost of $70.00 per month. Daily parking is available at $1.00 and hour not to exceed $7.00 a day. Parking after 4 p.m. daily is $1.00.

Monthly parking at the 2 municipal parking lots is available at a cost of $25.00 per month at the MARC Station Lot and $50.00 a month at the North Market St. Lot. Hourly parking is available at the MARC Station Lot at $1.00 and hour not to exceed $7.00 a day. Hourly parking is available at the North Market St. Lot through the use of parking meters at $1.00 and hour.

HOW DO I OBTAIN A “NO PARKING” SIGN AND IS THERE A COST?

No PARKING SIGNS can be obtained from the Parking Department at 2 South Court Street or by calling 301-600-1429. No parking signs can be obtained for the following activities as follows:

  • MOVING: $1 per hour or $8 max per metered space per day, or $1 per non-metered space per day with a limit of 3 spaces. There is a $4 deposit per sign.
  • WEDDING: $1 per hour or $8 max per metered space with a limit of 5 spaces. $1 per day per non-metered space. There is $4 deposit per sign.
  • CONTRACTORS: $4 per day per space for the first week, everything thereafter is $8 per day per metered space. $1 per non-metered space. When renting space by the month, the 1 st month is $40, the 2 nd is $80, the 3 rd is $120, and the 4 th is $160 per space with a limit of 3 spaces unless authorized by the supervisor. There is a $4 deposit per sign.
  • FUNERALS: Funerals handled through a local funeral home shall receive signs to cover 1 city block in the area of the funeral. The time limit shall be 3 hours per funeral. There is a flat rate of $25.00 per funeral to cover the signage for the affected block.
  • MEMORIAL SERVICE: $1 per sign, or a maximum of $10.00 per Memorial Service. There is no deposit for these signs.

CAN ANY RESIDENT OBTAIN A “RESIDENTIAL PARKING PERMIT” AND IS THERE A COST? DOES A “RESIDENTIAL PARKING PERMIT” ALLOW PARKING ANYWHERE IN THE CITY?

The resident permit parking areas are generally bounded by:

The Southern most residential property on the Eastside of College Avenue to the Southside of Carroll Parkway to the Westside of Bentz Street to the Northside of Fourth Street to the Westside of East Street to the Southside of All Saints Street to the Westside of Bentz Street. The 200 and 300 Block of Rockwell Terrace. The 500 Block of Elm Street. Ice Street.

  • Eligible Dwelling Units

Persons eligible for residential parking permits (metered or non-metered) must live on one of the following streets within the bounded area:

East and West Church Street

East and West Second Street

East and West Third Street

North Court Street between Patrick Street and Third Street

Record Street

Council Street

Market Space Lot

Rockwell Terrace

500 Block of Elm Street

East and West All Saints StreetSouth and North Market Street

East and West Patrick Street

Northside of West Second Street from Memorial Parkway west to College Avenue

300 Block of Bentz Street

Chapel Alley

Maxwell Alley

The Southside of Carroll Parkway between Bentz Street and College Avenue

The Eastside of College Avenue between Carroll Parkway and the southern most residential property

Ice Street

  • Residential Metered Parking Permit1. Each dwelling unit within the bounded area that is located on a street block with parking meters in front of the dwelling may apply for and obtain up to two (2) Residential Metered Parking Permits. The first Residential Metered Parking Permit is provided at a charge of Fifty ($50) dollars and the second Residential Metered Parking Permit is available at a cost of One Hundred Dollars ($100.00).
  1. The holder of a Residential Metered Parking Permit may park on any of the streets listed in subsection E of this document.
  • Residents living on streets with parking meters in front of their dwelling may obtain non-metered parking permits in lieu of metered parking permits. In either case, each dwelling is restricted to a total of two (2) permits. (See section D.2.)
  • Residential Non-Metered Parking Permit1. Each dwelling unit within the bounded area that is located on a street block where no parking meters are present in front of the dwellings may apply for and obtain up to two (2) Residential Non-Metered Parking Permits. The first Residential Non-Metered Parking Permit is provided free of charge and the second Residential Non-Metered Parking Permit is available at a cost of One Hundred Dollars ($100.00).

2. Each dwelling unit within the bounded area that is located on a street block with parking meters in front of the dwelling may apply for and obtain up to two (2) Residential Non-Metered Parking Permits. The first Residential Non-Metered Parking Permit is provided free of charge and the second Residential Non-Metered Parking Permit is available at a cost of One Hundred Dollars ($100.00).

3. The holder of a Residential Non-Metered Parking Permit may park on any of the streets listed in subsection E of this document that are not controlled by a parking meter. Residential Non-Metered Parking Permits are prohibited fromparking at spaces controlled by parking meters.

  • Parking with Residential Parking Permits (metered and non-metered)

Subject to the restrictions set forth in subsection D of this document, the holder of a Residential Parking Permit (metered and non-metered) may park on the streets in the following areas within the bounded areas listed in subsection A of this document:

Church Street

Second Street

Third Street

Court Street between Second and Third Streets

Record StreetCouncil Street

Market Space

200 and 300 Block of Rockwell Terrace

500 Block of Elm Street

West All Saints Street

The Northside of East All Saints Street

The Northside of West Second Street from Memorial Parkway west to College Avenue

The Southside of Carroll Parkway between Bentz Street and College Avenue

The Eastside of College Avenue between Carroll Parkway and the southern most residential property

  • Limitations Subject to restrictions on areas where Residential Metered and Non-Metered Parking Permit holders may park as defined in subsection D of this document, a vehicle lawfully displaying a Residential Parking Permit may park any day of the week without further charge for a period of time not to exceed forty-eight (48) hours within the defined area in any lawful parking space.

A vehicle displaying the proper Residential Parking Permit (metered and non-metered) is not required to move every two (2) hours. But, the permit holder of a vehicle displaying a Residential Parking Permit (metered and non-metered) must still comply with all other applicable local, state, or federal laws including, but not limited to, garbage and street sweeping nights and special events.

WHAT IS THE “PARK AND SHOP” PROGRAM

Commercial businesses may purchase “Park and Shop” tickets from the Court Street Parking Garage. Three park and shop tickets are available at a cost of $1, $2, and $3. Commercial businesses may give these tickets to their customers as they see fit, however, only 2 tickets may be used when exiting the garages. The tickets may be used in exchange for hourly parking in the 3 parking garages only.

WHAT IS THE “COURTESY PARKING PROGAM”?

The City of Frederick allows 3 excused parking tickets per person per year. Any person receiving an expired meter parking ticket can have the ticket excused provided they arrive at the Court Street Parking Garage Office within 30 minutes of obtaining a ticket. The courtesy program is effective on any metered street for expired meter citations only.

I SHOULD NOT HAVE GOTTEN THIS CITATION, CAN THE POLICE VOID IT?

Once the citation is written, neither the Police Officer nor the Parking Enforcement Officer can void the ticket. However, there is a process by which the citation can be administratively reviewed and the citation adjusted for the following reasons only: a. Inoperable meters; b. Valid Disabled Permit; c. Valid Residential Permit; d. Contractors with a prepaid rental; e. inaccurate information on citation. You can contact the parking department in writing or call the parking department at 301-600-1429.

HOW DO I PAY MY FINE(S)

Parking fine(s) may be paid in person at the Court St. Parking Garage Office between 8:00 a.m. – 5:00 p.m., Monday – Friday. Fine(s) may also be paid by mailing the payment to the City of Frederick, 2 S. Court St., Frederick, Md. 21701.

I REQUESTED THAT MY CITATION BE REVIEWED AND WAS UNSATISIFED WITH THE RESULTS OR; I WANT TO REQUEST A TRIAL DATE TO HAVE A HEARING ON THE MERITS?

If you have received a citation and wish to contest it or explain any mitigating circumstances you may request a court date by filling out the appropriate paper work at the Court Street Garage Office. The paper work must be completed within 5 days of the issuance of the ticket.

I PAID MY FINES, WHY AM I STILL GETTING DELINQUENT NOTICES?

Occasionally, due to mail or computer processing delays you may receive a delinquency notice for a citation you’ve already paid. Should this be the case, simply bring in proof of payment to the Court Street Deck Parking Garage Office or call (301) 600-1429. If the delay is due to computer processing you should visit the website:

WHAT IF I IGNORE THE NOTICE OR FAIL TO PAY MY FINE(S)

If fine is not paid within 10 days of issue date the fine doubles. If fine is not paid within 25 days an additional penalty of $15.00 is added, and will result in notification to the State Motor Vehicle Administration within 30 days and you will be refused registration or transfer of your motor vehicle (Transportation Act Sec. 26-305). Payment of fines after notification to MVA will result in an additional fine and administrative fees.

WHAT IS A “SCOFFLAW”?

A “SCOFFLAW” results in the non-payment of 5 parking tickets, that are all more than 10 days old A “SCOFFLAW” results in the towing of a vehicle requiring the offending party to pay all tickets, late fee’s, towing and storing charges. Frederick City Code Section 13-21.

WHAT HAPPENS IF A VEHICLE IS ABANDONED?

It is unlawful to leave a vehicle parked on a city street for more than 48 consecutive hours without moving it. It is unlawful to abandon a vehicle on a city street. Leaving a vehicle in an inoperable condition may constitute a prima-facie case of abandonment. It is unlawful to park a vehicle on a city street that is not displaying current, valid registration plates. Frederick City Code 13-27.

Towing may be used to enforce these provisions.

ARE THERE SPECIAL RESERVED PARKING SPACES?

There are “Commercial Loading Zones” and “Handicap” parking areas throughout the city. Violation of these spaces will result in fine(s).

WHERE DO I PARK IF I AM CALLED TO JURY DUTY?

Frederick County has made arrangements with the City of Frederick for parking in the West Patrick Street Parking Garage. Simply print your name legibly on the parking ticket and give it to the parking garage attendant after completion of each day of jury duty. There will not be a charge to Jurors.

IS THERE ANY ACCOMMODATIONS MADE FOR LIBRARY PATRONS?

A limited number of Library patrons may park free for 2 hours at the Carroll Creek Parking Garage. Library patrons should take a parking ticket from the “Library Ticket Machine” and have it stamped at the library. Library patrons will be charged for any stay longer than 2 hours. During Saturdays, patrons will obtain a token from the library for use in exiting the garage. Please be mindful of the library hours as free parking does not extend pass those of the operating hours of the library.
