Waste Collection and Disposal Information:

GARBAGE COLLECTION - Residential

  • What is Collected? - General household rubbish and garbage, excluding grass clippings and yard waste, that can be set out in standard trash cans and bags.  Please see the General Service Restrictions and Procedures for details.
  • Schedule - Trash is collected twice-a-week between 12 midnight until 8:00 a.m.  If you are unsure of your collection schedule, consult with your neighbors or contact the Department of Public Works at (301) 600-1440.  Each residential customer is on one of the following three schedules:  Monday/Thursday, Tuesday/Friday, or Wednesday/Saturday.  All trash must be set out after 5:00 p.m. on the day prior to collection, but not later than 12:01 a.m. on the day of collection.  All containers must be removed as soon as possible after collection, but no later than 7:00 p.m. on the day of collection.
  • Holidays - The City does not provide services on six (6) holidays (i.e., New Year’s Day, Memorial Day, Fourth of July, Labor Day,  Thanksgiving, and Christmas).  If a collection day falls on one of these holidays, the trash must be held until the next regularly scheduled collection day.
  • Placement of Trash - Trash is collected either curbside, in corrals, or in dumpsters.  If you are unsure of your collection method, consult with your neighbors or contact the Department of Public Works.  All curbside-collected trash must be placed as close as possible to the public street in front of each residence.  For townhome areas with curbside service, the City recommends setting the trash out behind the parked cars as opposed to within the common areas.  Trash must not be placed within five (5) feet of fire hydrants and automated trash carts shall not be placed within three (3) feet of any other obstructions.
  • Quantity - Each residence is allowed ninety (90) gallons of collection service per collection.
  • Refuse Bags - Shall be heavy-duty, watertight plastic with a capacity not to exceed thirty-five (35) gallons.  The bag shall be securely tied and the weight of the bag filled with waste shall not exceed the bag manufacturer’s weight limitation or thirty (30) pounds, whichever is the lesser amount.  Paper or cardboard containers are not approved for use.
  • Refuse Cans - Cans must be constructed of metal or heavy-duty plastic.  Cans must be capable of being handled by one man (i.e., at least two handles), and with a capacity not exceeding thirty-five (35) gallons.  The weight of the can filled with waste shall not exceed fifty (50) pounds.  Cans with wheels shall have axles that penetrate the body of the can and not snap on to the bottom of the can.  Lids cannot be fastened to the can - customers may set the can out without the lid if they are concerned about losing the lid (make sure all trash is contained in bags).  The customer is responsible for maintaining the cans in good working condition - free from holes, sharp edges and with all original handles and hardware.  Cans should be cleaned and deodorized regularly.

 

  

GENERAL SERVICE RESTRICTIONS/PROCEDURES

 

The following is a list of restrictions and procedures that the customer must follow to ensure safe and efficient waste collection services:

  • Ashes - Ashes shall be completely cooled and contained in a plastic bag.  Hot ashes pose a fire threat when combined with other waste materials.
  • Cardboard - Should be set out for recycling.  If placed out for waste collection, the materials must be completely collapsed and tied in bundles not exceeding fifty (50) pounds.
  • Construction/Demolition Waste - This includes wood, plaster, drywall, metals, asphalt, bricks, blocks, concrete, fencing, soil, rock and stone.  A reasonable quantity of this material may be set out during the Bulk Waste Collection (or, “Clean Up Campaign”).  Larger quantities may be hauled to the Frederick County Landfill by the property owner or the owner’s agent.
  • Dirt - Up to one (1) gallon can be placed out for normal Trash Collection.  Larger quantities may be hauled to the Frederick County Landfill by the property owner or the owner’s agent.
  • Fecal Waste - Both animal and human fecal waste should be flushed down the toilet.  Soiled diapers, cat litter, and other feces-tainted material can be collected during normal Trash Collection operations, and must be placed in plastic bags.
  • Glass - All broken glass shall be marked as such and wrapped in paper or other material to prevent punching holes in trash bags and endangering collection personnel. All commercial establishments shall place glass in plastic bags, and deposit in 65 or 85 gallon carts to be placed on the sidewalk for waste collection.
  • Hazardous Material and Waste - It is illegal to set out materials and waste that pose a hazard to human health and/or the environment.  This includes, but is not limited to: tires, used motor oil and antifreeze, batteries, and household chemicals such as fuels, cleaners, pesticides, pool chemicals, batteries, paints, stains and sealants.  The customer is responsible for properly disposing of these items.
    City residents may participate in the Frederick County Government’s Annual Household Hazardous Waste and Bulk Trash Free Day held two times annually at no charge to the residents.  For further information contact ( 301) 600-1848 , or visit the County’s website at www.co.frederick.md.us
  • Infectious Waste - It is illegal to set out materials and waste that could result in an infectious disease.  The customer is responsible for properly disposing of these types of material. For further information contact ( 301) 600-1848 , or visit the County’s website at www.co.frederick.md.us .
  • Sharps (Needles) -  Lancets, hypodermic needles and other sharp objects shall be placed in metal or hard plastic containers with lids (e.g., empty laundry detergent bottles) before being placed in a standard waste container for normal Trash Collection.
  • Tires - The City does not collect tires.  They may be hauled to the Frederick County Landfill by the property owner or the owner’s agent.  Call (301) 600-1848 for further information , or visit the County’s website at www.co.frederick.md.us .
  • White Goods – White Goods shall not be placed out for collection except during approved special collection days established by the City. It shall be the property owner’s responsibility to remove any hazardous materials (e.g. refrigerants) from these articles according to federal and state regulations prior to collection by the City or its agents.
  • Yard Waste – Yard waste consist of any materials normally generated in the maintenance of gardens, yards, lawns, or landscaped areas, whether residential, commercial or public, including leaves, grass clippings, plants, shrubs, prunings and trimmings no greater than 7 feet in length and no greater than 6 inches in diameter.  Yard waste does not include other tree waste, land clearing debris, waste pavement, soil or any edible product from any garden, yard, lawn or landscaped area. Yard waste, including all tree waste, and land clearing debris shall only be placed out for collection during approved special collection days established by the City.

Downtown Commercial District -

The Downtown Commercial District shall be defined as including the commercial properties that front the following streets:

- Record Street

- South Court Street  (from West All Saints Street to West Patrick Street)

- North Court Street  (from West Patrick Street to Second Street)

- North Market Street  (from Patrick Street to Seventh Street to include all corner properties adjoining the intersection of Seventh Street)

- South Market Street  (from South Street to include all corner properties adjoining the intersection of South Street to Patrick Street)

- South Carroll Street  (from East All Saints Street to East Patrick Street)

- North Carroll Street  (from East Patrick Street to East Church Street)

- East Street  (from East Patrick Street to Second Street)

- West All Saints Street  (from South Bentz Street to South Market Street)

- East All Saints Street  (from South Market Street to South Carroll Street)

- West Patrick Street  (from South Bentz Street to include all corner properties adjoining the intersection of Bentz Street to Market Street)

- East Patrick Street  (from Market Street to East Street to include all corner properties adjoining the intersection of East Street)

- West Church Street  (from North Bentz Street to North Market Street)

- East Church Street  (from North Market Street to East Street)

- Council Street

- West Second Street  (from North Bentz Street to North Market Street)

- East Second Street   (from North Market Street to East Street)

- West Third Street

- East Third Street  (from North Market Street to East Street)

- West Fourth Street

- East Fourth Street  (from North Market Street to East Street)

?         Base Service - The base service will be 160-gallons, collected twice-weekly on Tuesday and Friday mornings (i.e., the trash must be set out Monday and Thursday nights).

?         Supplemental Service - Additional (or “supplemental”) service, if required, shall be provided by The City of Frederick at an additional cost to the commercial customer.  Customers requiring supplemental services will have to obtain special waste containers from The City of Frederick.

 

All Other Areas - (outside of the Downtown Commercial District)

The City of Frederick will provide a curbside service to each business property.  The maximum service amount shall be 160-gallons, collected twice-weekly.  Customers requiring additional service will need to procure those services through a private service provider.  Refer to the “Rubbish” heading in the Verizon Yellow Pages.


YARD WASTE COLLECTION

In an effort to divert waste, on January 17, 2006, the Frederick County Board of County Commissioners enacted a new Yard Waste Disposal Ordinance; effective May 1, 2006, yard waste disposal is being eliminated in the refuse disposal area of the County Landfill. (County Ordinance 06-03-399)

As a result, beginning May 1, 2006, the City Of Frederick will no longer collect yard waste along with the regular municipal solid waste. In response to these changes, the City Of Frederick has established a new curbside yard waste collection program for all but commercial customers, as defined in Section 10-1 of the City Code.

Beginning May 1, 2007, Yard Waste Collection in the City of Frederick will correspond with your Neighborhood Advisory Council Area. See collection schedule below. If you need to find what NAC area you live in, click here, or contact the City’s Community Outreach Coordinator at 301-600-1384.

Yard waste must be set out prior to 4 AM on the dates listed below. HOLIDAYS: If your collection day falls on an observed holiday, yard waste should not be set out for collection until your next regularly scheduled yard waste collection day. Yard waste should be set out after 5 PM on the day preceding the scheduled Yard Waste Collection Day, and all containers must be removed by 7 PM on the day of collection. Yard waste shall be collected twice a month year round, 4 AM to noon, Monday through Friday, exclusive of the holidays observed by the Frederick County Landfill.

Items which may be set out for collection include: weeds, leaves, plants (no grass clippings), bushes and branches less than six inches in diameter and less than seven feet in length.

Items which may not be set out for collection include: grass, edible products from any garden, yard, lawn, or landscaped area; all tree/shrub waste over six inches in diameter or seven feet in length; pavement, soil, sod or rocks.

Yard waste items set out for collection shall be placed next to the public curbs in front of your property, adjacent to waste enclosures serviced by the City, or alongside designated public alleys. Items may be set out for collection using up to 35 gallon capacity trash cans, or Kraft paper bags (large brown paper bags designed to dispose of yard waste-can be purchased at local home improvement, hardware, or department stores, and some grocery stores). Plastic bags are not allowed. No items or containers weighing over 50 pounds will be collected. Loose items such as leaves, branches, trimmings, weeds, flowers, must be in containers, Kraft bags or bundled with biodegradable twine or string. Place items a minimum of three feet away from automated trash collection carts.

YARD WASTE RECYCLING-

Residents are encouraged to recycle their yard waste.  The Frederick County Landfill accepts loads of yard waste free-of-charge, and can provide information on backyard composting.  Call (301) 631-3042 for further information, or visit the County’s website at www.co.frederick.md.us .

Mulching mowers are the most effective means of handling grass clippings.  Grass clippings are a good source of free fertilizer and can provide up to one-half of the nitrogen required by a lawn.  If you rake up your grass clippings, you are robbing the remaining grass of the food that you will then have to replace in the form of supplemental fertilizer.  For example, golf courses only bag the clippings on the greens for appearance purposes, while the clippings are left on the fairways and roughs.  Many believe that grass clippings contribute to thatch.  Research has disproved this.  Thatch is a layer of organic material comprised of grass roots, not the grass blade that is mowed.  Grass roots contain lignin, a substance that is very slow to decompose and causes thatch.  Clippings, which are up to 90% water and contain little lignin, begin to decompose almost immediately after cutting.  Within a week of cutting, the nitrogen from the clippings begins to show up in new grass growth.

Please consider mulching mowers as an alternative to bagging grass clippings, which is a costly and environmentally-unsound practice.

REMOVAL OF PROPERTY EVICTION SET-OUTS

 

The City of Frederick does not provide this service on a routine basis.  Any large items, or large quantities of items, may be picked up during the Bulk Pickup collection efforts.  However, outside of those efforts, it is the property owner’s responsibility to remove the set outs.  When a set out is identified, the City notifies the property owner and he, or his evicted tenant, is given forty-eight (48) hours to remove the items.  In the event that the property owner shall fail or refuse to comply, he shall be fined one-hundred dollars ($100.00) for each successive twenty-four (24) hour period that the material remains.  At any time, it shall be lawful for the City to remove and dispose of the material and charge the cost to the violator.

RECYCLING

 

?         Overview - The Frederick County Government provides recycling services to Frederick City residents.  The weekly curbside recycling service does not include businesses and apartment complexes.  Call the Frederick County Bureau of Solid Waste Management at (301) 600-2960 or visit the County’s website at www.co.frederick.md.us for further information.

?         Schedule - Bins need to be at curbside by 6:00 a.m. on the designated collection day.  There is no recycling collection on the following holidays: New Years Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day.  If your collection day falls on one of these holidays, or if your recycling pickup is canceled due to foul weather, you will not receive a recycling pickup that week.  Please listen to your local radio station or call the recycling office for weather-related cancellations.  Please use one of the satellite drop-off centers if you need to dispose of your items before the next scheduled pickup.
