SERVICE GUIDELINES

TRASH COLLECTION

Ÿ         What is Collected? - General household garbage that can be set out in standard trashcans and trashbags.  Please see the Service Definitions, Restrictions, and Procedures section below for details.

Ÿ         Schedule - Trash is collected twice-weekly between the hours of 12 midnight and 8:00 a.m..  If you are unsure of your collection schedule, consult with your neighbors or contact the Department of Public Works.  Trash should be set out after 5 p.m. on the night preceding the collection day.  The City does not provide services on six (6) holidays (i.e., New Year’s Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving, and Christmas).  If one of your collection day coincides with a holidays, the trash must be held until the next regularly-scheduled collection day.

Ÿ         Placement of Trash - Trash is collected either curbside, in corrals, or in dumpsters.  If you are unsure of your collection method, consult with your neighbors or contact the Department of Public Works.  All curbside-collected trash must be placed in front of each residence as close as possible to the public street.  Trash must not be placed within five (5) feet of fire hydrants.  For townhome areas with curbside service, the City recommends setting the trash out behind the parked cars as opposed to placing them within the common areas.

Ÿ         Refuse Bags – Bags must be heavy-duty plastic with a capacity not to exceed thirty-five (35) gallons.  Bags shall be securely tied and the total filled weight of the bag shall not exceed the bag manufacturer’s weight limit, or thirty (30) pounds, whichever is less.  Please do not use paper or cardboard containers because they will not withstand weather.

Ÿ         Refuse Cans -  Cans must be capable of being handled by one man (i.e., at least two handles), and must have a capacity not exceeding thirty-five (35) gallons.  The weight of the filled can must not exceed fifty (50) pounds.  Cans with wheels must have axles that penetrate the body of the can and not those that snap on to the bottom of the can (snap-on axles tend to come unattached and injure our collectors).  Lids cannot be fastened to the can (this tends to lead to injuries among our collectors) - customers may set the can out without the lid if they are concerned about losing the lid (make sure all trash is contained in bags).  The customer is responsible for maintaining the cans in good working condition - free from holes, sharp edges and with all original handles and hardware.  Please clean and deodorize your cans regularly.

BULK WASTE AND WHITE GOODS COLLECTION

Ÿ         What is Collected? - Bulk Waste includes large items that cannot be placed in a normal waste container such as: bicycles, furniture, mattresses, carpeting, mowers, outdoor grills, and tree stumps.  White Goods include appliances such as: air conditioners, clothes washer/dryers, dishwashers, heat pumps, water heaters, refrigerators, or ovens.  Note:  It shall be the property owner’s responsibility to properly remove any hazardous materials (e.g., refrigerants) from these articles according to Federal regulations prior to collection by the City.

Ÿ         What is Not Collected? - The City will not accept the following items: tires, batteries, and hazardous waste.

Ÿ         Service - The City collects these items during its “Clean Up Campaign”, held three times a year (April, August, and December).  Consult local newspapers, the City’s website (www.cityoffrederick.com), cable television channel 99, or contact the Department of Public Works for further information.  There are no “call back” days provided - the City will not return to an area to pick up an article that was set out late by a resident.  All bulk trash should be set out for collection before 7:00 a.m. on the scheduled day.  Items should be placed at the curb.  In townhome areas items may be placed in the common areas adjacent to the curb, but not in the common trash enclosures.  The City will not enter onto private property to collect any items.

Ÿ         Restrictions - The City will not collect individual items that cannot be manually lifted by two people.  The customer is responsible for properly disposing of this type of item.  Tree limbs, twigs, and brush must be cut to lengths not exceeding four (4) feet, bundled, and firmly tied such that each bundle shall not weigh more than twenty-five (25) pounds.

FALL LEAF COLLECTION

Ÿ         The City’s  “Annual Leaf Campaign” is held in the Fall from early November through the first week in December.  Consult local newspapers, the City’s website (www.cityoffrederick.com), cable television channel 99, or contact the Department of Public Works for scheduling information.  Customers are asked to rake leaves into the street gutter.  Please ensure that there are no contaminants in the leaf piles (e.g., branches, litter).  Leaves that are set out for collection after the Campaign must be placed in bags and set out for regular trash collection.

Ÿ         The City will deliver mulched leaves to City residents free-of-charge.  Call (301) 600-1173 to request delivery.

CHRISTMAS TREE COLLECTION

Ÿ         The City collects Christmas trees for five (5) days in the beginning of January.  Residents are asked to place trees next to the curb.  Consult local newspapers, the City’s website (www.cityoffrederick.com), cable television channel 99, or contact the Department of Public Works for scheduling information.

SERVICE DEFINITIONS, RESTRICTIONS, AND PROCEDURES

Ÿ         Cardboard - Cardboard should be set out for recycling.  If placed out for waste collection, the cardboard must be completely collapsed and tied in bundles not exceeding fifty (50) pounds.

Ÿ         Construction/Demolition Waste - This includes such material as wood, drywall, metal, bricks, concrete, fencing, dirt, and rock.  A reasonable quantity may be set out during the Bulk Waste Collection.  Larger quantities may be hauled to the Frederick County Landfill by the property owner.

Ÿ         Glass - Please wrap broken glass in a way that does not pose a threat to trash collection personnel.

Ÿ         Hazardous Material and Waste - It is illegal to set out waste that poses a hazard to human health and/or the environment.  This includes, but is not limited to: used motor oil and antifreeze, batteries, and household chemicals such as fuels, cleaners, pesticides, pool chemicals, batteries, paints, stains and sealants.  The customer is responsible for properly disposing of these items.  City residents may participate in the Frederick County Government’s Annual Household Hazardous Waste and Bulk Trash Free Day at no charge to residents.  Please call (301) 600-1848 for further information on future events.

Ÿ         Infectious Waste - It is illegal to set out materials and waste that could result in an infectious disease.  The customer is responsible for properly disposing of these types of materials.

Ÿ         Sharps -  Lancets, hypodermic needles and other sharp objects shall be placed in metal or hard plastic containers with lids (e.g., empty laundry detergent bottles) before being set out for collection.

Ÿ         Tires - The City does not collect tires.  They may be hauled to the Frederick County Landfill.

Ÿ         Yard Waste - This includes: grass clippings, leaves, tree limbs, and shrubbery.  Residents are encouraged to recycle their yard waste.  The Frederick County Landfill accepts clean loads of yard waste free-of-charge, and can provide information on backyard composting.  Also, please consider mulching mowers as an alternative to bagging grass clippings.  The City spends about $100,000 annually to collect and dispose of grass clippings - this is costly and environmentally unsound.  The City will collect brush if such material is cut to lengths of no more than four (4) feet, nd bundled so that each bundle weighs no more than twenty-five (25) pounds.
