Department of Community Development

The City of Frederick receives an annual Community Development Block Grant (CDBG) from the U.S. Department of Housing and Urban Development (HUD) to assist low- and moderate-income persons and neighborhoods. The Community Development Division administers the City's CDBG Program. The funds are used to provide homeownership opportunities, housing rehabilitation services and support for various service organizations.

To receive federal funds, the City must submit a Five-Year Consolidated Plan which serves as both an application for funds under HUD’s formula grant programs and a planning document for carrying out projects with CDBG funds. The City of Frederick’s Consolidated Plan for 2005-2010, prepared pursuant to HUD regulations set forth in 24 CFR Part 91, sets forth the City’s plan for public and private actions to further the basic goals of HUD’s community planning and development programs of developing viable communities.

In FY2008 (which began on July 1, 2007) the City received approximately $398,000 in CDBG funds. Of this amount, the City will spend 65% on housing-related projects, 15% on public service projects, and 20% on program administration.

As required by HUD regulations, the City must also submit an annual action plan that identifies specific activities for each grant year to address the needs identified in the Consolidated Plan. The 2007 Annual Action Plan (covering the period July 1, 2007-June 30, 2008), approved by the Mayor and Board of Aldermen and submitted to HUD in on May 3, 2007, following a 30-day public comment and review period.

In addition to the Consolidated Plan and Annual Action Plan, the City is required to prepare a Consolidated Annual Performance and Evaluation Report (CAPER) at the conclusion of the grant year that provides a detailed overview of the actions undertaken and grant funds used to further the Consolidated Plan objectives.
