CRIMINAL INVESTIGATION DIVISION

Detectives assigned to the Criminal Investigation Division (CID) are responsible for conducting in-depth, comprehensive investigations into crimes reported to the Department. Additionally, detectives conduct other investigations including background investigations of all candidates applying to join the Frederick Police Department. CID also serves as liaison with allied federal agencies including the Bureau of Alcohol, Tobacco and Firearms, Federal Bureau of Investigation, Diplomatic Security Service, Immigration and Customs Enforcement, United States Secret Service and United States Marshal’s Service.

A general assignment division, each detective is trained and proficient in investigating any crime. When serious crimes occur, e.g. homicide, child abuse, robbery, or sex offenses, detectives participate in the initial investigation as well as the follow-up. At crime scenes, detectives work hand-in-hand with Patrol Officers, the Crime Scene Unit and Victim Services providing for Community Policing during all stages of an investigation. Detectives work cooperatively with officers from other departments for many leads may exist outside of the City.

In addition to investigative responsibilities, certain detectives fulfill specialized duties that are necessary to provide proficient service to the community.

Two detectives are certified to conduct polygraph examinations. The Frederick Police Department utilizes the polygraph instrument to support the efforts of officers as they interview suspects, as well as all applicants for employment.

Recognizing that a prompt and diligent response to a missing person report, regardless of that person’s age, may prevent a senseless tragedy, two detectives are responsible for investigating missing persons.

A detective serves as liaison with the Child Advocacy Center, Frederick’s child abuse investigative team.

Another detective is assigned to coordinate the gathering and dissemination of gang information and gang-related crime.

Recently a detective has been designated the Department’s representative on the Internet Crimes Against Children (ICAC) Task Force.

Detectives attend specialized training including death investigation, interviewing, detecting deceptive behavior, “finding words,” missing persons, child abuse, cold case investigation, crime scene photography, and computer forensics.
