COMMUNITY SERVICES DIVISION

The Frederick Police Department Community Services Division (CSD) consists of a Lieutenant, a Sergeant, a Corporal,5 Officers, a Community Outreach Coordinator, and the Victims Services Unit. The goal of CSD is to increase public safety awareness through educational programs specifically structured to promote protection of persons and property, and to involve communities in problem resolution. . The Division also, through the School-Community Involvement Team (SCIT) officers, provides mentoring and school instruction to assist students in making informed, mature decisions regarding character/life choices, through the Gang Resistance Education and Training (GREAT) initiative and other focused presentations, while remaining a positive presence in City schools.

The Community Services Division (CSD) establishes effective partnerships, programs and projects that address community related issues,to include safety presentations, school resource officer activities, instructional programs, youth activities, and crime prevention. We assist with planning and attend special events to promote safety. Among the programs that CSD is responsible for are the PAL Program, the Youth Police Academy, Gang Resistance Education and Training (GREAT) teaching, Whistle Defense Program, Automated Traffic Enforcement, School Crossing Guards, the Uniformed Auxiliary and the Law Enforcement Explorer Post. CSD officers maintain a positive, prominent presence in the city’s schools.

EXPLORERS PROGRAM

"America's hope for the future lies in the youth of today."

This philosophy led the Boy Scouts of America to develop its Explorer Division for career-oriented young adults aged 14 through 20. Sponsored by the Frederick Police Department and chartered annually through the Exploring Division of the Boy Scouts of America, Frederick Police Explorer Post 714 was established to introduce young adults to all phases of law enforcement. Explorers have the opportunity to assist the Frederick Police Department at special events and other activities. In addition, Explorers can broaden their understanding and firsthand knowledge of the challenges and job skills involved in their community's police department. Although Post 714 is law enforcement oriented, Explorers are volunteers and do not serve as police employees, sworn or civilian.

Experience Areas The Frederick Police Explorer program is designed to develop character in young adults by exposing them to the following six experience areas:

  • Career training
  • Social activities
  • Community service
  • Leadership training
  • Personal fitness training
  • Outdoor activities


Goals and Objectives

The Frederick Police Explorer program seeks to fulfill the following objectives:

  • Advance Explorers' education
  • Serve as a recruitment tool for future men and women in law enforcement
  • Serve as a community relations liaison in the city between police and youth, and between youth and community
  • Service as a community relations liaison in the city between police and youth, and between youth and community


Requirements

  • Be between the ages of 14 and 20 years
  • Have a sincere interest in law enforcement
  • Have no police record
  • Pass a background check
  • Complete the Basic Explorer Training Program

 

Training

Frederick Police Department Explorer Post members are trained in conjunction with the members of the Frederick Police Auxiliary. Training topics include traffic direction, the criminal justice system, firearms safety, and other issues related to law enforcement activities and events, Explorers participate in many activities throughout the year, including working with other posts, touring area law enforcement agencies, attending conferences, and working with members of the police department to direct traffic at large public events. Explorer Post 714 trains and also maintains a Color Guard, which participates in many large city events and parades.

EYES AND EARS

The Frederick Police Department is committed to providing the citizens of Frederick with superior law enforcement services. To accomplish this, we need your help. As a responsible citizen and/or property owner of the Frederick community, you can make a positive impact in our quality of life. When your eyes and ears detect suspicious activity, report it to the police for appropriate action. Your call is the one that can make the difference! The Frederick Police cannot effectively fight crime without citizen cooperation and involvement. The Eyes & Ears program is designed to help the public report crimes or suspicious activities by telephone.

Your call will be answered by a civilian dispatcher. Try to remain calm, speak clearly, and be patient. The dispatcher must collect important information from you and relay it to responding officers.

The dispatcher is in constant radio contact with patrol units. If at any time during your call the phone sounds like it has been disconnected, stay on the line! The dispatch system blocks the phone line when transmitting to patrol officers. If deemed appropriate, as you complete your call an officer will be dispatched in response to your information. Upon his/her arrival, provide the officer with all pertinent information about the incident. This assists the officer, may lead to apprehending suspects, and is obviously necessary for the safety of the officer and the public.

Explantion of numbers and e-mail contacts:

  • 911 Emergency: Used for emergencies only. Do not hang up until the dispatcher tells you to. Please remember that 911 is for emergency situations only and you may be asked to call back on a non-emergency number.
  • 301-600-2100 Non-emergency: Used for reporting routine incidents such as thefts, non-injury accidents, disturbances, concerns, etc. When you dial this number, you will reach a phone tree or you can dial zero for a dispatcher.
  • 301-600-TIPS (8477) or fpdcrimetip@frederickmdpolice.org: Used for reporting crimes that are not in progress anonymously. You can remain anonymous.
  • 301-600-2246 Drug Enforcement Unit: Used to reach the Frederick Police Drug Unit to notify the department of suspicious drug activity and locations. You can remain anonymous.

  • 301-600-2101 General Police Information: This number reaches a civilian Information Clerk who can answer questions and concerns as well as take some types of reports.
  • 301-600-3000 Deaf TTY: Used by the hearing impaired for crime reporting.

CITIZEN POLICE ACADEMY


The course is designed to give citizens a better understanding of Frederick Police Department functions and the challenges each officer faces every day when he or she puts on the uniform.
Students receive instruction in many aspects of police work such as uniformed patrol, criminal investigations, traffic enforcement, search & seizure, and tactical communication. The course is highly interactive with frequent hands-on exercises. To complement classroom instruction, participants will also ride-along for a shift with a patrol officer.

The program is open to any resident of the City of Frederick, or persons with business interests in the City, who are 18 years of age or older and have no serious criminal convictions. Please contact Corporal James Brown at 301-600-3914 for an application and further details.

YOUTH ACADEMY

youth academyThis 31/2 hour program provides kids ages 7-14 with a close-up look at Law Enforcement and tools of the trade. The Academy will be held at the Frederick Police Department’s Training Facility located off of Linganore Road. There is no cost for this program. Pre-registration is required and class size is limited.

The children will have the opportunity to learn what it is like to be a police officer, by participating in scenarios, learning about stranger danger, internet safety, having a chance to see departmental equipment, watch a K-9 demonstration, dust for fingerprints, and receive information on departmental programs. All attendees will also have the chance to attempt the departmental entry-level physical agility course (weather permitting).

PAL / GAL PALS

Police Activities League (PAL) Mission Statement

Through positive interactions with Police Officers, youth will become responsible, contributing members of their community.

What is PAL

palPAL is a recreation-oriented juvenile crime prevention program that relies heavily upon athletics and recreational activities to create and cement the bond between police officers and youth.

 

History of Frederick PAL

Frederick’s PAL began in October 1999, when the Frederick Police Department formed a partnership with the local YMCA.

Police participated in the YMCA’s middle school EDGE program, where officers played a mentoring, coaching, and teaching role while establishing relationships with Frederick’s youth.

To reach out further, the Police Department also formed a partnership with the Community Action Youth Services. In March 2000, the PAL OPEN-GYM programpal began at Waverly Elementary School. Administered by an officer and a member of the city’s recreational staff, the program focused on sports, sportsmanship, appropriate behavior, and character development. The program expanded to other local elementary schools, where participants were supervised by police officers.

In November of 2003, the Frederick Police Activities League (PAL), with the support of the Carroll Creek Rotary Club, opened the first PAL Center in the city. The PAL Center incorporates athletic programs as well as peer helper groups, parenting groups, a computer learning center, homework assistance, arts and crafts activities, team building and community service learning projects, and other programs to further aid children and provide them with opportunities they otherwise might not have.

We invite your children to come and participate in our PAL program. Please stop by a center location to pick up an enrollment form or you can download one from the link below.

  • Sagner Center (111 Pennsylvania Avenue): Center hours are 4:00 - 8:00 PM, Monday - Thursday (during the school year). Activities offered: Homework assistance, reading club, computer lab, karate and more!
  • Hillcrest Elementary: Center hours are 6:30 - 9:00 PM, Tuesday - Thursday (during the school year). Offers karate and open gym.

GAL PALS

The GAL PALS program is designed to nurture and to help young girls of all backgrounds develop courage, confidence, and character. The vision is to help participants grow into well-adjusted, functional young women and future leaders in our community. Our hope is that all young people in Frederick will feel valued, special and capable of making every day decisions that will make the difference between surviving and thriving as they grow. GAL PALS is one way we are working toward this goal.

The GAL PALS program is for girls ages 10-15 and meets two times each month, September to June, at the Hillcrest Community Center. These meetings are conducted on the 2nd and 4th Wednesday’s of each month from 6:00-8:00 pm. Each month of the program has a theme geared at teaching each participant a “life lesson.” Some of these themes are Animal Care and Welfare, Basic Home Repairs, and Etiquette and Manners. The first meeting of the month will be a meeting and a craft based on the monthly theme and the second meeting is usually a trip to a location associated with the monthly theme.

VICTIM SERVICES

The Victim Services Unit offers a strong support system for crime victims of all ages. Following an incident, victims of crime are frequently scared, confused or disoriented. We are here to help with the healing process as well as through the legal process. The Victim Services Unit responds to victims upon referral from case reports. We handle a variety of offenses such as murder, rape, robbery, breaking and entering, aggravated assault, theft, elder abuse, financial exploitation, domestic violence and others.

The Victim Services Unit provides victims options for seeking legal resources, counseling, medical assistance, as well as with the Maryland Criminal Injuries Compensation Board application process. We assist with referrals to many agencies such as, but not limited to, Social Services (Child Protective Services and/or Adult Protective Services), Frederick Mental Health Services and local Domestic Violence providers. UNIFORMED AUXILIARY/VOLUNTEER SERVICES PROGRAM

 Volunteer programs offer a bridge between police and the citizens they serve. They represent a police/community partnership -- an essential ingredient in successful law enforcement. To achieve this goal, the Frederick Police Department formed the Volunteer Auxiliary wherein we enlist the talents of the community to enrich the services we provide while offering a meaningful experience for our volunteers.

G.R.E.A.T. (GANG RESISTANCE EDUCATION AND TRAINING) PROGRAM

The Frederick Police Department is pleased to offer its Gang Resistance Education and Training (G.R.E.A.T.) Elementary and Middle School components to the community beginning March 2009.  Participants must be able to attend all the classes.  Space is limited to register today!
