Carroll
Creek Park Project
“To create
a creekside park through historic Frederick Maryland, providing
unique opportunities for commercial, residential, cultural, and
recreational development, enhancing the quality of life for the
entire Frederick community." (1991 Carroll Creek Master Plan)
In October,
the Historic District Commission, Planning Commission and Board
of Aldermen voted unanimously to approve the Carroll Creek Park
Plan proposed by the Carroll Creek Task Force & LDR International.

The Carroll Creek Overlay District was established to guide development along Carroll Creek Park and East Street Extended. The Carroll Creek Task Force, under the guidance of HNTB Corporation, developed design standards which were adopted in November 2003. The City then undertook a process of codifying the design standards under the direction of Frielich, Leitner, & Carlisle attorney Mark White. The process involved substantial input from the City's Planning Commission, Historic District Commission and the public. Click here to view the final Carroll Creek Overlay District Regulations.

Carroll Creek Park - Open
Carroll Creek Park opened to the public, on June 21st. Amid much press coverage, cameras, news helicopters and anticipation, the construction fences were lowered along the first section of the Park to be completed. Everyone can now enjoy and walk along the newly completed sections from Court Street, over Market and just beyond Carroll Street.
Be sure to stop and enjoy the 3 new water features, the most prominent being the cascading fountain, directly in front of South Market Center on the north side, next to the Library. You’ll enjoy some fabulous views atop the new suspension bridge and Stone Arch bridge, both located between Market Street and Carroll Street. Congratulations to all who have made this project possible.
Approximately 400,000 sq ft of office and commercial space is completed, under construction or planned along the Creek. Almost 80 residential units will be completed by the end of 2006 with 314 still to come. With the additions comes 1500 new parking spaces as well.
Future Sections of Carroll Creek Park
The design for the next sections of Carroll Creek Park are already under way with the Design team, HNTB/RK&K as well as the Carroll Creek Task Force. These sections include Carroll Street to East Street and East Street to E. Patrick Street. Suggestions and ideas for the next portion include: Brick pedestrian paths, Sailboat Pond, additional water features, landscaping, benches and a bridge at Wisner Street.
A public meeting was held on Wednesday, June 21st at the Delaplaine Center for Visual Arts to allow City residents the chance to hear about the proposed plans, offer suggestions and have their questions answered. The meeting was well attended with over 60 present.
The design and engineering will take approximately one year with construction to follow.
