CITY FLAG TO FLY AT HALF STAFF TO HONOR WILLIAM R. TALLEY
Frederick, MD -- Mayor William J. Holtzinger announced that the flag of the City of Frederick will fly at half staff the week of October 1, 2007 in memory of the late William R. Talley. Mr. Talley served as the Director of Parks and Recreation in the City of Frederick from 1978 to 1993. Prior to 1978, Mr. Talley worked in many capacities with the Department of Recreation beginning as a young man volunteering in the summer playground program.
Mayor Holtzinger stated, “The City of Frederick greatly appreciated Mr. Talley’s many contributions to the City’s recreation programs. He formed much of the foundation of the City’s current recreation programs. His death is a great loss to all and our thoughts are with Mr. Talley’s family.”
During his tenure, Mr. Talley adapted the armory for use as the City of Frederick Department of Recreation. The facility was named the William R. Talley Recreation Center in his honor in 1996.
