MAYOR
DOUGHERTY AND DELEGATE CLAGETT ANNOUNCE AGREEMENT ON
EAST STREET EXTENSION PROJECT
Frederick,
Md. --- On Monday, December 8, at 9 a.m., City of Frederick
Mayor Jennifer P. Dougherty and State Delegate Galen
Clagett held a joint press conference at the MARC Train
Station announcing the agreement between the State Highway
Administration (SHA), Frederick Brick Works, Inc. (FBW)
and City of Frederick for the East Street Extension
project.
At
the City of Fredericks Public Meeting on Thursday,
December 4, 2003 the Board of Aldermen voted unanimously
to approve the agreement that outlines the design, construction
and use of a regional Stormwater Management Facility
on SHA property. The City, SHA, FBW have been working
on the East Street extension project since the summer
of 1994, with intensified efforts made in the last year.
The vote last night made the City of Frederick the first
party to approve the agreement.
I
am very pleased that the City of Frederick has taken
the first step to opening another gateway to our historic
downtown, said Mayor Dougherty. The East
Street extension will provide access to the east and
south sides of town, relieve congestion on South Market
Street and improve the access to Interstate 70. The
project shows foresight and planning on the State level.
I also want to thank Delegate Galen Clagett for his
work in getting this agreement drafted and ready for
approval.
Delegate
Clagett, who serves on the State House Appropriations
Committee, commended the cooperation of all parties
in getting the agreement drafted and approved by the
City, It has been a long haul, getting this agreement
ready and I know it would not have happened without
the cooperation of SHA, the City. The beginning of the
East Street extension and Wasler Drive project is not
just the beginning of a road but also the beginning
of new economic opportunities for the City and FBW.
The
three parties have 60 days to ratify the agreement.
The
Stormwater Management Facility will be owned and maintained
by SHA. It will serve the needs of SHA that arise out
of constructing the two road projects and the proposed
development of the Brickworks property. The facility
will act as a system of regional stormwater management
ponds and the City will be the reviewing and approving
agency for local stormwater management plans that will
eventually contribute to this facility.
