CITY OF FREDERICK MOVES INTO REVISED LEVEL II MANDATORY WATER RESTRICTIONS MERGING EXISTING RESTRICTYIONS WITH THE GOVERNOR’S

 

Frederick, Md. ---- At the end of August Maryland Governor Parris N. Glendening moved the central region of Maryland, which includes the City of Frederick, into Mandatory Level II Water Restrictions because of the record drought this summer.  The City of Frederick had been operating under its own Level II Mandatory Water Restrictions since July 8.  In an effort to alleviate any confusion or misunderstanding, the City has provided a revised Copy of Level II Mandatory Water Restrictions, which incorporates the existing City of Frederick restrictions, with those, which the Governor initiated on August 27. 

 

These restrictions will be enforced effective Tuesday, September 17.

 

The City of Frederick Permit and Code Management and/or City of Frederick Police Department will be responsible for enforcing the mandatory water restrictions.  Violations will be handled as follows:  1st infraction $25 fine; 2nd infraction $50 fine and immediate shut off of water supply; 3rd infraction $500 fine and immediate shut off of water supply; and 4th infraction $1000 fine and immediate shut off of water supply.  As of September 17, over 375 water complaints were received and 124 citations written.

RESTRICTION:

EXCEPTIONS:

All businesses and governmentally owned facilities are required to achieve a 10% water reduction.

No exceptions.

 

 

Filling and topping off of all privately owned swimming pools, hot tubs and wading pools is prohibited, regardless of the source of water.

Public or residential swimming pools serving 25 or more dwelling units, if the pools have filtration equipment allowing for continued use and recycling of water over the swimming season.

 

Swimming pools operated by health care facilities used in relation to patient care and rehabilitation.

 

Filling of newly constructed pools or following pool repair, with water from sources outside Frederick County.

 

 

All recirculating and ornamental fountains are to be turned off.

Except at a minimum level necessary to sustain aquatic life.

 

 

No exterior use of drinking (potable) water.

Watering of shrubs and gardens using captured rainwater and gray water.

 

Commercial growers with a 10% reduction plan in place.

 

Athletic Fields with a 50% reduction plan in place.

 

Spray irrigation of waste water effluent or storm water systems may be used in designated areas according to permit conditions.

 

Irrigation of public parks at a minimum rate to preserve newly planted specimens and using hydrant flush or storm water only.

Irrigation and watering of golf courses is prohibited.

Golf courses with a 50% reduction plan in place.

 

To water tees and greens between the hours of 8 p.m. and 8 a.m.

 

To water fairways when irrigation is reduced by at least 30%.

 

As part of a necessary overseeding or resodding operation during the months of September and October at a minimum rate necessary.

 

Sources of water other than potable water should be used when available.

 

Irrigation of rough areas is not allowed.

 

 

Washing of paved surfaces, such as streets, roads, sidewalks, driveways, garages, parking areas, tennis courts and patios is prohibited.

 

 

At the minimum rate necessary for maintaining public safety, sanitation or health.

 

Maintain dust control during construction/maintenance of highways and roads.

 

Prewashing in preparation of asphalt street or driveway recoating and sealing by a professional, contracted company only, and to only be done on Saturdays and Sundays.

 

 

Power washing or washing in preparation of painting or staining of houses, decks and buildings is prohibited.

Pressure washing to be done on Saturdays and Sundays only by a professional, contracted company.

 

 

Use of water for washing or cleaning of any mobile equipment, including but not limited to: automobiles, trucks, trailers, boats, motorcycles, lawn equipment, rec. vehicles, etc. is prohibited.

Use of commercial car washes and car detailers with a 10% water reduction plan in place.

 

Auto dealers may wash cars using a low volume (2GPM) washing system on Saturday and Sunday only, or the day the car is delivered to the new owner.

 

At the minimum rate necessary to maintain the safe operation of the vehicle.

 

 

Water to be served at restaurants, clubs, eating establishments, public or private, by request of customer only.

No exceptions.

 

 

The Mayor strongly encourages every citizen to reduce their consumption of water by 10%

No exceptions.

 

 

* The restrictions are enforceable in accordance with Section 25-22 of the Frederick City Code.
