Frederick, Md. --- The City of Frederick’s Planning Department is in the process of developing a master list of development projects (residential, commercial, industrial) for the new Water Allocation Ordinance that was adopted by the Mayor and Board of Aldermen at the September 5, 2002, Public Meeting.
Property owners, developers, and consultants who currently have projects in the City of Frederick’s development review process or future projects that will need public water are asked to log onto the city’s website at www.cityoffrederick.com and download the appropriate Water Allocation Form for each project. The Water Allocation Forms were designed by the City’s Planning Staff to assist in the determination of the level of each project according to the Water Allocation Ordinance. It is critical that this information is filled out accurately and thoroughly.
There are three forms for both residential and non-residential projects. However, it will only be necessary to fill out one form for each project depending on where the project is in the development review process. These forms will allow City Staff to enter the data into the database that was developed for water tracking purposes.
Form 1 - This form is to be used by residential projects that do not have preliminary subdivision plans or site plans submitted with the Planning Department. This form is intended for undeveloped raw land and land with only PND approval.
Form 2 - This form is for integrated residential development projects with multiple lots under common ownership. This would include most developments that have a preliminary subdivision plan under a common ownership.
Form 3 - This form is to be used by stand-alone residential projects that have an approved site plan. This form should be used for a project that is not part of an integrated development.
One form will need to be completed for each non-residential development project that has potential for tenant fit outs, for integrated developments with multiple recorded lots, approved site plans or approved preliminary subdivision plans. The need for more detailed information is required because of the structure of the Water Allocation Ordinance for non-residential projects.

Form 2 - This form is for all integrated non-residential projects with individual lots that are held under common ownership. This would include developments that have a preliminary subdivision plan under a common ownership.
Form 3 - This form is for all stand-alone non-residential projects that have a site plan in the development review process or an approved site plan. This form should be used for a project that is not part of an integrated development.
Once the forms have been received, City of Frederick Planning Staff will verify the information. The draft list will be available for public review. The deadline for this information to be returned to the City of Frederick’s Planning Department is Thursday, October 24, 2002. Forms should be returned to the Planning Department preferably via email to rmobley@cityoffrederick.com, or faxed to 301-600-1837.
