Items on the agenda include; to receive public comments on and approval of Proposed Mid-year Amendments to 2002 Annual Action Plan; A two-year Agreement between The City and the Maryland Department of Housing and Community Development for Level 1 Administration of Special Loan Programs; Intra-Departmental Budget Transfer in the amount of $113,000 within the Community Development Department to allocate to appropriate expenditure account for Gaither’s Alley Project; A Resolution to amend the Neighborhood Advisory Council Maps, adopted by Resolution No. 02-36 dated September 5, 2002; A Resolution to Amend the By-Laws of the Weinberg Center for the Arts, Inc. for the purposes of restructuring and creating new committees and supporting the Board of Directors’ decision to ratify all actions taken by existing committees (tabled from the November 21, 2002 public meeting); Intra-Departmental Budget Transfer in the amount of $700 for Street Lights/Traffic Signs Department to cover unexpected cost increases of bucket van; Award of Bid #03-11 for One Ton Van with Aerial Lift, and Issuance of Purchase Order, to low bidder Jeff Barns Chevrolet in the base bid amount of $44,771.00, contingent upon a transfer from CIP funds to cover cost of new body length; Award of Bid #03-13 for two (2) Case M series backhoe/loaders and accessories, and Issuance of Purchase Order, to second lowest bidder Vernon E. Stup for total base bid of $78,899 each plus Option #4A in amount of $12,375 and Option #5 in amount of $880 for total purchase of $171,053.00; Contract with Boggs Environmental and Issuance of Purchase Order in the amount of $70,150.00 for MDE mandated River Monitoring Program, and commitment to use water/sewer contingency funds as necessary; Award of Bid #03-14 and Issuance of Purchase Order in the amount of $35,203.60 to F&F and A Jacobs & Sons, Inc. for Annual Uniform Contract for Police Department; Intra-Departmental Budget Transfer in the amount of $19,230 for purchase of Motorola mobile data computers for Police Department; Purchase Requisition for Non-Budget Materials to Motorola for purchase of three Motorola Mobile Data Computers at $6,410 each for Police Department; A Special Ordinance to Amend the Budget of The City of Frederick, Maryland for the fiscal year July 1, 2002 to June 30, 2003, to include additional revenues and expenditures related to the Weinberg Center Special Revenue Fund; and Appointments.
