Neighborhood Advisory Council 8

Meeting Minutes

NAC 8 held its monthly meeting at 7pm on September 12, 2007 at Hillcrest Elementary School.

The following Council members were in attendance: Lance M. English, Maureen English, William Dennie, Steve Stoyke. NAC 8 resident members in George Y., Joanne Plichta.

The following City Officials were in attendance: Ron Tobin, Executive Assistant to the Mayor, Michael Blank, Code Enforcement, Gabrielle Collard, Planning Department and two officers (Beat 4 or 5) from the City of Frederick Police Department.

Discussion:

· The police officers provided a summary of criminal activity related to our NAC. Generally, the crime is low in our area with a few break-ins and thefts. They mentioned the arrest of a group of teenagers in the Emerald Farms/Monarch Ridge for stealing GPS and other electronic items from vehicles. They also discussed other activity occurring throughout the rest of the city that may impact our area.

· Gabrielle Collard presented a Final Site Plan for the “Vista Shops at Golden Mile”. She discussed the plans to renovate the former Shoppers Food Warehouse and MAMSI area into new shopping stores, including other improvements to that area.

· Mike Blank from the Code Enforcement office discussed issues related to Code Enforcement activities in NAC 8 including operation clean sweep, a city effort to surge Code enforcement officers to a particular part of the city to issue citations for grass/weed violations, trash, automobiles, etc. He discussed overcrowding complaints related to too many families or persons per home, and he discussed an initiative to clarify and delineate HOA responsibilities and City responsibilities. He answered various questions regarding city code; Fences - need to be beauty side out under city code, Grass – is in violation if over 8 inches, Vehicles (trucks/commercial) – can not be parked in neighborhood (city) streets longer than 48 hrs.

· Ronald Tobin from the Mayor’s office discussed the All NAC leadership meeting held on August 27, 2007. He provided a list of issues and recommendations that will impact the current NAC organization and functions. He mentioned that there would be another meeting (no date mentioned) to finalize the recommendations.

The next scheduled NAC meeting is set for 7pm, October 10, 2007 at Hillcrest Elementary School.
