CITY OF FREDERICK’S NEIGHBORHOOD ADVISORY COUNCIL – AREA 8

RULES AND PROCEDURES

 

 

 

ARTICLE 1.  PURPOSE

 

The Neighborhood Advisory Council is designed to;

-         empower residents and neighborhoods to strengthen the community

-         identify and provide possible solutions to issues in the community

-         provide comments on neighborhood, traffic, safety, zoning, capital improvements, development review requests, Board of Appeals cases, and other key issues.

 

 

ARTICLE 2.  RESPONSIBILITIES

 

The Neighborhood Advisory Council shall;

-         conduct advertised public meetings monthly and take minutes of all actions

-         hold yearly goal setting workshops to establish priorities for the upcoming year

-         sponsor a minimum of two volunteer programs or projects per year

-         support applicable City operated programs

-         work cooperatively with existing neighborhood watch groups or take appropriate steps to create neighborhood watch groups and initiatives in the area

-         serves as an integral component of the City’s Emergency Preparedness Initiative, as follows:

                 -shall prepare evacuation routes from the community to designated areas.

-shall maintain an up-to-date listing of all residents in the area who may

  require special assistance during an emergency.

-        provide semi-annual progress reports at Mayor and Board Workshops

-        prepare a year-end report in writing to the Mayor & Board of Alderman to gauge performance against the goals established at the beginning of the year. The report shall include challenges for the upcoming year and opportunities to partner with the City.

 

 

ARTICLE 3.  DUTIES OF OFFICERS

 

The chairman shall preside at all meetings of this NAC and shall coordinate the work of the NAC members in order that the purposes of this NAC may be promoted. The chairman shall sign any correspondence emanating from this Council.  Public comment on behalf of this NAC will be provided by the chairman or his designee.  Additionally the chairman shall be responsible for maintaining good order and discipline at all meetings of the Council.             

 

The Vice-Chairman shall preside in the absence of the chairman and perform such other duties as directed by the chairman.

 

The Secretary shall record and distribute the minutes of all meetings to Council members and the Frederick City Office of Community Outreach; shall maintain a current copy of the Rules and Procedures; and shall maintain a current member list.

 

The Treasurer shall keep a full and accurate account of receipts and expenditures; and shall request from the City, disbursements as authorized by the Chairman.

 

All officers shall perform the duties outlined in these Rules and Procedures and those assigned from time to time.  Upon expiration of the term of office or in the case of resignation, each officer shall turn over to the chairman, all records and materials pertaining to the office.

 

 

ARTICLE 4.  LIAISON COMMITTEES

 

Liaison committees of this NAC will be:

     School and Education

     Planning and Zoning

     Communication/Outreach

     Public Safety/Department of Public Works (DPW)

 

Liaison representatives shall prepare and circulate information on key issues between City departments/commissions/officials, and this Council, and provide timely and regular reporting to the Council.

 

Liaisons of each NAC committees shall be any member of the NAC and empowered by a simple majority vote of the NAC for a period for one calendar year. The liaison position is a volunteer and may resign upon request to the NAC.

 

 

ARTICLE 5.  MEETING ADMINISTRATION

 

Meetings shall be held monthly, with a minimum of 10 (ten) meetings held each calendar year.

 

Meeting dates are established by the Council.

 

Special meetings of this NAC may be called by the Chairman or a majority of the NAC members.

 

A quorum must be present to enact any business of the Neighborhood Advisory Council.  A quorum shall be at least 50% of the appointed members; or in the absence of an appointed member, an appointed alternate.

 

The components of a meeting should include, but are not limited to the following list: 

 

1.      Introduction of Council members and purposes of the NAC

2.      Invite attendees to comment on agenda items

3.      Approve the previous month’s meeting minutes

4.      Review reports

5.      Old Business

6.      New Business

7.      Presentations/Programs

8.      Community Comment (limited to 5 minutes a person)

9.      Announcements

10.  Agenda Development

11.  Adjournment

 

The order of business will be at the discretion of the chairman.

 

Reports should be in a written format submitted for the minutes or a brief synopsis duly noted in the monthly meeting minutes.  Citizens making a public comment should be limited to five minutes (and granted extensions for clarification purposes.)

 

At all meetings of the Neighborhood Advisory Council, the Council will honor and adhere to The Code of Conduct of the City of Frederick.

 

 

ARTICLE 6.  COUNCIL REPRESENTATIVES

 

The Neighborhood Advisory Council for Area 8 shall be comprised of volunteer residents selected by the Mayor and Aldermen.  Area 8 is defined as follows:

Bound on the North by Route #40, on the West by the City limits, on the South by  

Route #70, on the East by Route #15.  Includes Emerald Farm, Frederick Heights,

Golfview, Hillcrest Orchards, Linden Hills, Monarch Ridge, Overlook, and Prospect

View.

 

This NAC will have its membership and terms of appointment established by the Mayor and Board of Alderman.  There shall be appointed full members and alternates. The alternates will participate fully in the discussion and communications of the NAC, but will not vote except in the event of a lack of quorum.

 

It shall be the duty of each member to attend all meetings.  The following attendance policy shall apply to full NAC members and alternates alike.

 

Should any member be absent from two consecutive meetings, without notification to any Council member, held during any calendar year, the Council may request, by a simple majority vote, that that member assume the status of an alternate

 

Should any member be absent from three meetings in a calendar year, without notification to any Council member, the Council may request, by a simple majority vote, that that member be removed and notification be forwarded to the Office of Community Outreach.

 

Where a full member of the Council volunteers their resignation or is asked to terminate their association with the Council, the alternate with the most tenure shall be recommended to the Mayor and Board of Alderman as the designated replacement.

 

 

ARTICLE 7.  AMENDMENTS

 

The Council may amend these Rules and Procedures by majority vote.
