Officer Pym:
No trends in NAC 7. Area was selected for speed radar.
Citizens complained of speed humps wearing down.
Stephanie Davis passed out the agenda. Grace Borrell will be doing a presentation Jan 3rd at the Mayor and Board of Aldermen workshop on private nighttime trash collection.
Joe Atkins:
Brought a map of area proposed for rezoning application to change from R-16 to R-8. Joe posted 19 signs for rezoning application and they keep disappearing.
Alderwoman Kuzemchak-Ramsburg:
Donna said a mistake was made when zoning was changed from R6 to R20 as changes in the area were not considered. The first hearing is Jan.8th which is a presentation of the facts. The second hearing is Feb 12th. Public comment is permitted at both. The Planning Commission will then make recommendation to the Mayor and Board of Alderman.
Donna went to the Ethics Committee and it was decided there was not a conflict since there is no monetary gain.
Donna would like to get across to everyone that the Jan 8 meeting is a factual meeting due to a mistake made when zoned as build out, traffic, and road infrastructure was not considered. The zoning was based on the completion of Monocacy Blvd. and Schifferstadt Blvd.. The facts of 355 and the ramp onto 26 were not discussed.
Carol Krimm:
If the Planning Commission rule in favor of the rezoning, and the Mayor and Board of Alderman make the decision to rezone, the courts will not overturn.
Carol also talked to DeCampo regarding the impact on school traffic. The numbers would definitely go up.
Other Discussions regarding the rezoning:
Issues brought up regarding the rezoning applications: there are more exits than originally planned along Monocacy Blvd.; Water will be the stalling factor. One to 2 million gallons of water have been promised to Solarex; and limited sewer treatment.
If a subdivision is approved, can get unconditional approval and move forward with the site plan. Rezoning would not take effect if the new developer builds out.
Tax surplus until 2.5 mil bill for retirement fund was presented.
