NAC 7 Monthly Meeting December 12, 2006 Meeting

Officer Stocksdale:

Officer Stocksdale brought the “hot sheet” with sensitive information such as juveniles and money amounts deleted.

There is a drastic increase in crime related to the holiday season. There were 2 separate car thieves caught when they entered Fredericktown Village. There were robberies at CVS, Radio Shack, and Giant Eagle which they contribute to poor lighting due to construction.

Another police academy is starting.

We were urged to keep calling and notifying the police of any suspicious activity.

A question came up regarding semi tractor trailers being parked in residential areas.

Stephanie Davis:

Stephanie handed out an agenda to all present which included community announcements, Dec 6th Mayor & Board of Aldermen Workshop, and the agenda for the Dec.7th regular meeting of the Mayor and Board of Alderman.

The announcements were as follows:

1. All NAC appointed members meeting Dec 14th at City Hall.

2. Yard waste pickup will go through the month of December.

3. Leaf collection will begin on Nov 13th and runs through Dec. 16th.

4. Our next NAC 7 meeting will be at North Frederick Elementary Jan 2nd, 7 p.m.

Donna Kuzemchak Ramsburg:

The rezoning request for Canterbury includes the Odd Fellows, Northhampton, and the Middle School. The request will be at development review Dec. 14th in the afternoon.

(Carol Krimm has done lots of reading regarding the rezoning and said it is difficult to change zoning.)

The second entrance on North Market is disallowed by the state. How will this help the neighborhood?

The Canterbury Station preliminary was approved with conditions. Claudia questioned the preliminary forestation plan not being approved and that had to be approved before the final site plan approval. Chuck Boyd will look into.

The owner is the Odd Fellows. The new applicant is buying the plans from Centex.

Chuck Boyd:

Regarding the “Jenkins” property, Chuck knows nothing at this time. The owner could go through petition to change to mix use which would allow residential. Mix use allows high density. An APFO would raise the issue of density.

Market Square is a based mixed use: base mix use & floating mix use.

Citizens can go to GIS Spires and click on new projects. The city requires electronic transmission of new projects. Projects have to be posted within 5 days or a week from deadline of submission.

Citizens again voiced their concern about traffic along East & N. Market with several upcoming housing developments. Citizens need to continue to push infrastructure.

Chuck Boyd presented the upcoming Giant Eagle expansion in the 7th Street shopping center. The shopping center is getting a face lift and more islands and trees.

Traffic engineer Dr. Tannir is gone. Scott Waxter is a new attorney familiar with land use.

With the Opossumtown Pike bridge work; they are looking at busing students from Amber Meadow and College Estates.

The city is looking at a system that merges two tracking systems (public facilities and building permits) together.

The city is looking at the rules on residential fencing on corner properties (2 fronts). They are looking at proposing 10ft set back for fencing and hedges in alley ways. Citizens are still required to pull building permits for fencing.

The city has the following building inspectors: 2 structural, 2 plumbing, 2 electrical, and 1 mechanical.

New Business:

Carol Krimm asked about a tax offset with the county. Donna said it is looked at each year, it is not formula driven. Carol says the county has a surplus. We should go to our County Commissioners to get tax equity.

Claudia announced that if anyone was interested in being Secretary, please speak up as she wanted to give anyone interested the opportunity to be Secretary.

Claudia asked if we would like to do a cleanup and register with Big Sweep which will be held April 21st. Stephanie Davis said the cleanup along the stream behind the shopping centers on Route 40 is too big a task.

Gail Bradley checked with Wal-Mart regarding the emergency preparedness kits and said that Wal-Mart does not have kits at cost.
