Old Business:

1.      Dumpsters new YMCA – Gail spoke with Mr. Markoe who actually stepped down as director, but new director did not materialize so the YMCA is in a state of flux.

2.      Another dumpster belongs to The Hat Company which is behind the factory on 9th St.

3.      Gail spoke with Jennifer – the city will write letters to the dumpster company and they will have to change their schedule. They do it all the time.

4.      Gail spoke with code enforcement.

5.      Requested 7 am to 7 pm pickup for Frederick Business Properties, added NFE and the Jewish Center.

6.      Sarah spoke to Catherine Parks who said trash pick up is at night due to traffic.  Sarah brought up the noise ordinance, but was not successful.

New Business:

Sarah said that Chuck Boyd would like to come to our next meeting to propose that all developers come to the NACs before they go before the Planning Commission.  A planner will take what the NACs say back to the Planning Commission.  At our meetings, the developer would have to go after any guest speaker.

Officer Anderson:

1.      In the 300 block of Heather Ridge Dr there was dumping of bicycles, vandalism (5 cars in one day).

2.      One citizen informed Officer Anderson that at 12th and Neidig, there are students leaving TJ at 10:20 am and going to Staley Park.  They threw something at their car and took the wipers off her husband’s car.  Truancy is a big issue. However, if age 16 or over, they do not have to go to school.  It was suggested to the citizen that if they have a digital camera to take pictures.

3.      Speeding is still an issue for citizen on 9th between East and Market Street

4.      Problems with fireworks during the weekends in Rivercrest were reported.

Announcements:

Sarah introduced Earl Smith who lives at 7th and Trail Ave as our newest NAC member!

Gail said for everyone to think about a spring project.  We have $1500 in our budget.

Sarah talked about the Snow Brigade which was started last year. Walks are to be shoveled 6 hours after snow stops falling. Larger snowfalls 24 hours are allowed.  They have partnered with the schools so students can get volunteer hours needed for graduation.  Code enforcement will give a little lead way for those on the list in need of shoveling.  Marie would like code enforcement to concentrate on businesses.

We all decided to cancel January’s meeting so our next meeting will be February 7th, 7 pm at North Frederick Elementary.  We cannot meet at NFE in March so we hope to meet at City Hall.

The meeting adjourned at 8:10 p.m.

Sincerely,

Claudia J. Winkelman, Secretary
