Chris Smariga presentation representing Robert Spalding w/Miller & Smith developing the Nicodemus Farm:

 

Nicodemus farm was zoned commercial. Part of the comprehensive plan adopted is a plan to expand residential growth of the downtown historic district and to connect the linear park and continue it out to golf course.  The Nicodemus property should get an R12, Schley prop will be professional business.  The Nicodemus property is 64 acres with a historic neighborhood atmosphere (small lots, homes close to the street, alleys).  This type of development allows for small commercial such as a coffee house or insurance office.

 

Two improvements that have to be made are: one, relocating Gas House Pike and renaming it to E Church St.  Road needs to be elevated to take properties out of the flood plain.  The second is to create parkland on the Renn property side and to make a larger buffer behind Apache with a walking pathway with benches, etc. Mention was made of a possible bike path.

 

Robert Spalding:

 

This is Miller & Smiths 1st project in Frederick City.  They want to understand neighborhood issues. Relocation of gas house pike is something that is beneficial to the city. Miller & Smith was formed over 40 years ago. Additional information is found on the website (www.millerandsmith.com).  They will be extending the grid streets that we have in the city.   The city is reviewing plans and M&S will have to submit site plans so things will be changing.

They are also trying to allow open space. When you have mixed housing, there is a city requirement for a minimum amount of non-residential. There will be two storm water management areas. The master plan calls for a connection to Schley property. The extension of 7th St is in the master plan. The property zoning allows for 700 units, but they are proposing over 400.  Pupil generation is approximately 140 and students will attend Spring Ridge Elementary, TJ Middle, and TJ High.  A design booklet has been submitted to the city to give a feel for the neighborhood plan. A traffic study is being done now.  The will be ADDU- unit above the garages that can be rented out and has to provide parking. FAA has granted approval for height of homes.  There are standards for notifying potential buyers about the airport. Smallest width of the proposed linear park is 100 feet and will be forested. Pam said there might have to be a fence due to citizens cutting down trees and using land where trees were planted. Developers are responsible for trees for the first 2 years. Citizens voiced concerns about trees and tall grass. 

 

Citizen asked about lighting.  There will be normal city street lights.

 

Streets will have 8 ft parking, 9 ft travel, and 8 foot parking.

 

The proposed lot sizes will be 5,000 Sq Ft, some smaller and some bigger.

 

Traffic study is based on proposed roadways.

 

First public hearing is Monday April 10th at City Hall and then May 8th.

 

The earliest estimated start date will be fall of 2007.

 

They are looking at keeping existing farm house on the property.

 

Mike Smariga:  The links to 70 via East St Extension and Monocacy Blvd. are important as far as land use. This will be the last residential development for downtown.  It is a whole different world here because we know setbacks and height.  There is usually blasting for utilities. 

 

Sgt Wayne Trapp is our NAC representative. He ran narcotics for 4 yrs.

He will try to adjust his schedule to attend our meetings.  They send an officer out on every call.
