The City of Frederick, NAC-5 Meeting Minutes

October 26, 2006

7:00 – 8:40 p.m.

ATTENDEES: Shauna Tunder, Steve Jones, Sharon Glaser, Stephanie Davis, City of Frederick.     Absent: Lyle Taylor, Stephanie Fowler, Diana Halleman

 

OPEN DISCUSSION:

 

Stephanie Davis, The City of Frederick, discussed the Leaf Collection Program Announcement.

 

Chief Dine and Lt. Grubb discussed the focused police patrolling, the recently awarded “Gang Grant”  which is a 3 year grant awarded by the State of Maryland and the proactive measurement enforcement strategies (Multifaceted investigation process).

 

Per Lt. Grubb, between 8/1/06-10/25/06 there were 2,784 calls for service. Also during Halloween there would be additional patrol out.

 

The topic of Graffiti was discussed and was immediately painted over.  The graffiti is taken very seriously by the police department – Per Chief Dine, each graffiti event is photographed, cataloged and then disposed of immediately.

 

Citizen Discussion and Action:

 

1)      “Serious lack of security lighting throughout the entire Taskers Chance Development”.

Action:  Stephanie Davis and the City of Frederick Planner will work together to respond to Horatio Rodriguez, Taskers Chance President, with a status.

 

2)      Steve Jones, NAC-5 President, stated that there is an issue at 1568 Andover Lane.  There appears to be residence activities involving possible prostitution and illegal vehicular activities.

Action:  Officer Shepardson will investigate and respond directly to Steve with a status.

 

3)      Sharon Glaser, NAC-5, stated that there is a current issue involving teens and problem individuals on Heathfield Drive, between the town homes and the fence (location adjacent to the privacy fence).

Action:  Officer Shepardson will also investigate and respond directly to Sharon with a status.

 

 

DEVELOPER DISCUSSION:

 

1)      Developer presentation of Phase II of the Commons of Avalon by Gabrielle Collard, Planner, Planning Department, The City of Frederick

-          The proposed project location is at the intersection of Schaffer Drive and Waverly Drive.

-          Per documentation distributed at the meeting, the applicant is requesting a site plan approval for the construction of 66 townhouse units on 6.7 acres of land. 

-          Per Gabrielle, when asked by a citizen about the traffic concerns, “The traffic assessment team will review the traffic usage and plan accordingly.”

 

2)      Discussion with Neil Parrott, Deputy Director of Engineering on the intersections of Key Parkway at Willowdale Drive and also Key Parkway at Bel Air Lane.

-          Traffic pattern change was introduced for the Key Parkway intersection at Willowdale Drive.  The Left turn lane will be extended and will be matched on the opposite side of Key Parkway.  This project will begin in October, 2006. 

-          Traffic pattern change was introduced for the Key Parkway intersection at Baughman’s Lane.  The lane lines will be identified and re-aligned near the CVS.  There will be an identified left-hand turn lane.  This project will begin in November, 2006.  Next, there will be work performed on the 4 foot island on Bel Air Lane and white stripping on the lane to relieve the left turn from Bel Air Lane onto Key Parkway.

 

Citizen Concerns:

-          Horatio Rodriguez, inquired, “What the current progress re: the road enhancements planned for Shookstown Road?  What are the plans for possible fence installation and other enhancements that would protect the neighbors’ homes adjacent to the planned road expansion?”

Action:  Mr. Parrott addressed the proposed expansion but could not elaborate until future meetings.  Mr. Parrott and/or Stephanie Davis will communicate back to NAC-5 with the proposed enhancements status.

 

 

The next scheduled meeting is Thursday, December 28, 2006 at 7:00 p.m.
