NAC 5 Members Present: Diana Halleman, Shauna Tunder, Stephanie Fowler, City Liaison, Stephanie Davis, along with Alderwoman Donna Ramsburg and Alderman Alan Imhoff,  plus 34 NAC5 Residents.

 

Diana Halleman, NAC 5, discussed the Willowdale/Rock Creek Park Clean Up, scheduled for May 20, 2006 from 9 a.m. till noon.  Volunteers are still needed.

 

Ginny Brace, President, Friends of Waterford, discussed the Waterford Park clean-up schedule for April. There will be a major ‘clean-up’ twice yearly.  Dates to be announced and forwarded through the Friends of Waterford (FWP) email distribution list.

 

Doug Reedy and Charlie Cross, residents of Waterford Community, discussed the fence recently built in Waterford Park Area.  A photo board was displayed and their presentation and topics of fence were discussed:

-Purpose of the fence completion

-Fence description and perimeters – is a wooden fence with wire installed – and is    approx. 225 ft in length.

-Feelings expressed by the homeowners in response to the presentation.

            No communication made to the residents adjacent to the Fence by builder

            Fence currently resides on a Flood Plain

            Fence denies users access to enjoy the Northern Section of the Rock Creek Park

            Fence is located incorrectly along the Rock Creek

 

Jim Bowers – property owner that aligns the new fence- discussed the ‘tale of two fences’

 

Fence#1 was installed May 2003 was to block foot and bike traffic which originally created littering, and driveway damage to the property.  Mr. Bowers stated that as a result of extensive storm damage the fence deteriorated. 

On 6/15/2004, Rock Creek Apts. met with the City of Frederick for a Public Review of the resolution for a new fence.   Fence #2 was then later installed. 

Alderman Alan Imhoff indicated that the “City of Frederick had made a mistake” by placing the fence in a flood plain and it is now a hazard to the area. Alderman Imhoff indicated that the City of Frederick review and consider all facts involved and correct the issue.

Alderman Donna Kuzemchak-Ramsburg suggested that all parties involved need to gather in a separate public meeting to discuss a resolution to the problem.  As a result of the discussion, it was decided that the issue should be addressed at an open Parks & Recreation Commission Meeting on April 19th at the Talley Recreation Center at 7 p.m.

 

Stephanie Davis discussed the banning of Yard Waste. A survey was distributed to the residents in attendance.  Effective May 1st, all yard waste will not be picked up.  Warnings will be issued and citations will be given to those residents who do not comply.

 

Diana Halleman discussed the results of the All NAC Meeting held in late March.  The meeting was very productive and there will be individual follow-up meetings throughout the year.  Diana also discussed the status of the West End Community Fiesta slated for August 26 from noon – 4 p.m. at the Fredericktowne Mall.

 

Ginny Brace discussed the summary of the Friends of Waterford Park Spring Schedule and encouraged that all neighbors attend.

 

 

Open Forum:

            - Questions were raised about the eyesore caused by Grocery Carts discarded in neighboring communities surrounding area Grocery Stores. What measures can be taken to prevent them from traveling away from the stores?

            - Alderman Donna Ramsburg discussed what options residents had with regard to the Yard Waste moratorium and suggested that interested parties need to document their thoughts at the bottom of the survey page and also not check off either of the offered options. The survey is also available on the city website for those who did not receive a hard copy (see www.cityoffrederick.com).

 

Diana Halleman reviewed all topics discussed and invited all attendees to join the next meeting. The meeting was then adjourned.

 

 

 

 

The next meeting is April 27, 2006 at 7 p.m. in the Taskers Chance Club House.  All residents of the NAC5 are invited to attend.
