The City of Frederick, NAC-5 Meeting Minutes

December 28, 2006

7:00 – 8:00 p.m.

ATTENDEES: Shauna Tunder, Diana Halleman, Sharon Glaser     Absent: Steve Jones, Lyle Taylor, Stephanie Fowler

 

Welcome and and Introductions

 

Diana opened the meeting at 7:06.  Ofc. Marvin E Cox, City of Frederick and also Imam Yahya Hendi.

 

Imam Hendi invited all attendees to the Islamic Society’s Event on 12/31/06 at

 

Police Officers Report

 

No specific and recent activities were delegated to Ofc. Cox to report at the meeting.  He stated that he would be happy to document any concerns and escalate them back to the Department for handling.

 

1)  Taskers Chance- Rosehaven Community Resident concern: contact has been made to the police and also Mr. Michael Brown, City of Frederick -Code Enforcement Division, previously to report an auto repair business occurring at a neighbors home.  The high volume of cars associated with the business are currently preventing any residential vehicles nor police/fire vehicles from safely traveling the street.

            Ofc. Cox stated that he would report on the issue and follow through with the resident. 

 

2)  Taskers Chance- Rosehaven Community Resident concern: There is currently an extremely high volume of trespassing from Shookstown Road onto the private property of the residents.  The residents receive pounding on windows and homes around 11:00 p.m., also loud sounds, vulgarities.  The resident would like to know the status on a fence to be constructed behind their homes to prevent the above activities - immediately.

            Shauna Tunder stated that she would follow-up with the T.C. Property Management Company, Stephanie Davis, and also Mr. Parrott and provide a status to the homeowner. (Email received from Mgmt. Co. and follow-up email to be sent to the homeowner. Also need to discuss with Stephanie Davis at next meeting on request below:

-          Per 10/26/06 Meeting, “Rosehaven resident inquired, “What the current progress re: the road enhancements planned for Shookstown Road?  What are the plans for possible fence installation and other enhancements that would protect the neighbors’ homes adjacent to the planned road expansion?”

Action:  Mr. Parrott addressed the proposed expansion but could not elaborate until future meetings.  Mr. Parrott and/or Stephanie Davis will communicate back to NAC-5 with the proposed enhancements status.”

 

3) Taskers Chance – continuing motor homes – code violation on Schaeffer needs to be handled.

            Ofc. Cox stated that he would escalate the issue and take her complaint as “reported as an abandoned car” violation.

 

Community Announcements

Per Diana Halleman, the “Chocolate Gala” is planned for February 12, 2007.  Interested residents should refer to the site www.cityoffrederick.com site and select “Office of Special Events” for more details.

 

Citizen Concerns/Discussion and Response (to be followed up by NAC5):

 

Residents asked the following questions for discussion at the next meeting:

 

+What is the status of the Basketball Hoops in Taskers Chance? (MacCumbee)

+Will Schaeffer Road remain a dead-end road?

I           +Is the farm area adjacent to the end of Schaeffer Road being cleared? What’s the status? (Smith)

+Rosehaven Community Property vs. HOA regulations? Status? (MacCumbee)

+Taskers Chance – Addisons Choice SERIOUS Parking Concerns. (Smith)  Resident stated that he is unable to utilize 2 spaces for his home. What enhancements are in discussion with the HOA?

 

DEVELOPER DISCUSSION:

 

1)      Developer presentation of the Islamic Society of Frederick – Fence Plan, Planning Department, The City of Frederick

-          The proposed project location is at 1250 Key Parkway between McCain Drive and Willowdale Drive.

-          Per documentation distributed at the meeting, the applicant is requesting a site plan approval for the construction of a 6’ tall aluminum fence along the Key Parkway and a 6’ tall chain link fence with barb wire protection above along the side and rear of the property.  This fence is for the purpose of security due to incidences of reported vandalism and trespassing on the property, be approved 

**Resident comments/concerns:  There should be lights turned on at night.  By having the property lighted, it would also reduce the occurance of trespassers and property vandalism.

 

 

The next scheduled meeting is Thursday, February 22, 2007 at 7:00 p.m.
