Meeting Minutes

Monday, October 20, 2003

 

I.                   Opening – The second meeting of NAC Area 5 was opened at 7 p.m. by Chairman Grady Tallington, Jr. at Waverly Elementary School.

 

In attendance were NAC members Grady Tallington, Jr. and Diana R. Halleman.  Also attending were Sarah Finefrock, Community Outreach Assistant for the City of Frederick, Corporal Dudley from the Frederick Police Department, Planning Department staff including Chuck Boyd, Director of Planning, and William Dennie, a representative from NAC Area 8 and also a member of the steering committee for the Golden Mile Business Association.  Absent was NAC Area 5 member, Louis Purks.

 

II.                 Public Comment (3 minutes per speaker; speakers must sign up 30 minutes prior to meeting)

 

There was no public comment.

 

III.             Minutes – The minutes of the September meeting were approved as read.

 

IV.              City of Frederick Planning Department

 

Chuck Boyd, City Planning Director, addressed the NAC and presented two scenarios that the city is offering to the public for comment on future growth planning.  The two scenarios presented differed in several ways.  The first scenario dealt with utilizing existing resources and land and a slower population growth (i.e. 33,000 households with an employment base of approximately 64,000 people) while the second approach would be more aggressive (referred to as expanding horizons).  In the second more aggressive approach, the city would look at some annexation plans, rapid growth in some area, new research and development districts and a population growth of about 42,000 households with an employment projection of about 85,000 people, including a possible Route 15 limited access bypass to deflect non-local traffic from Route 15 and thus ease congestion.  Mr. Boyd answered questions from NAC members and meeting participants as well as indicated that additional meetings on this topic would be held throughout the month of November for citizen input.

 

V.                 Old Business

 

Grady Tallington, Jr. told the attendees about the upcoming "Make a Difference Day" on October 25th and NAC Area 5's plan to begin the first phase of cleanup at Stonegate Park.  Cleanup of the park is slated to begin at 9 a.m.  Mr. Tallington invited all meeting attendees to come and participate in the activity.

 

VI.              New Business

 

No new business was discussed at this time.

 

VII.           Purpose Statement

 

It was decided to table this item until the next meeting.

 

VIII.        Immediate Goals

 

a.       Stonegate Park Project – see earlier information under Old Business.

b.      Long-term Project – Rock Creek Path – Sarah Finefrock provided the NAC members with a budget proposal on enhancing Rock Creek Path.  This proposal will be presented to the Mayor and Board of Aldermen for budget consideration in the next fiscal year.  Further research will continue to be done on the project and a schedule of "phases" defined by the NAC as they move forward.

 

IX.              Defining Roles of Officers and Members

XI.              Adjournment

 

There being no further business, the meeting was adjourned at 8:05 p.m.  The next meeting is scheduled for Monday, November 17th at Waverly Elementary School at 7 p.m.
