NAC 11 Meeting

NAC 11 members present: Mike Olson, Elin Ross
Also present: Ron Tobin, Assistant to Mayor Holtzinger,
Officer Pyan, Frederick City Police Department
Development Report—No developers present
- Request
was made for an update on the East Street Extension project. The city is currently requesting
proposals from developers so there is no new information, however, Mr.
Tobin said he would bring an SHA map (includes zoning) to the next
meeting.
Report from Officer Pyan, City of Frederick Police
- Community
concerns regarding bicycling and skateboards on city sidewalks—while the
enforcement initiative has improved skateboarding violations (during the
day), there are still regular violations by bicyclists and late at night
by skateboarders. Skateboarders are
also causing damage to Carroll Creek.
Mr. Tobin reiterated the Mayor’s commitment to enforcement of
ordinances. Other discussion
centered around using NAC money to purchase
tickets for the skateboarding park (thus far the police haven’t used the
ones issued by the City). Question was raised about using parking
enforcement staff to cite violators (only commissioned officers can issue
citations). The Police Department has issued 16 citations to date.
- Discussion
about whether certain sections of downtown can be declared “Drug Free
Zones” and whether the development on East 5th Street will
include a daycare to enable that designation (it does not)
- Discussion
about whether Passions liquor store had an ABC hearing about selling
alcohol to underage individuals (outcome unclear).
- Discussion
about the use of foot patrols by the Police Department in the past. Officer Pyan said that it was dependent
on manpower. On Friday and Saturday
nights, the Department uses patrol vehicles, particularly along the creek.
- Discussion
about kids on Chapel Alley between 5th and 6th
Street causing trouble again. Mr.
Tobin stated that the City is looking at a variety of alternatives for
nuisance ordinances.
- Rebecca
Lee requested that the Department send the same officer to more than one
NAC meeting in a row in order to have a specific point of contact for
follow up. Officer Pyan said that
shift rotations determined who would attend meetings. Elin Ross noted that typically Chief
Dine attended NAC meetings in addition to his officers.
Proposed Projects and Expenditures (NAC money)
- Publicity—flyers
and window films (Elin has not been able to get information about window
decals as yet)
- Suggestion
was made to purchase/update public trashcans for problem areas of downtown
(Elin will follow up with Stephanie to find out who to contact for
information on cost)
- Purchase
of tickets for skateboard park to assist police with enforcement (see
above)
Community Announcements
- Fort
Detrick will be hosting a community meeting on October 23rd at
7:00pm (Strough Auditorium, 611 Porter Street, Fort Detrick)
- City
of Frederick Leaf Collection program will begin on Monday November 13th. Additional information is available from

- Carroll
Creek Park Grand Opening is on October 20th 4:00-9:00pm
- Frederick
Film Festival starts at the Weinberg Center on October 20th.
