NAC 11 Meeting

NAC 11 members present: Truby LaGarde, Ken Eidel, Mike Olson, Elin Ross

Police Report—Officer Shatlock

Nothing has been recently added to the NAC 11 Daily Bulletin. 

There was a gun incident on 5th Street but Officer Shatlock didn’t have any information about it.

Next month’s meeting will feature an in-depth discussion of ongoing property destruction in the downtown area.  It is an issue that doesn’t seem to be improving and so we plan to invite business owners, city leaders, and the Police Department to participate in the dialogue.

 

Development/City Presentation

Hope VI—Kevin Loller, Joe Venitzia, Sasha Kay Atkinson

Breakdown of units—27/146 will be public housing, 15/146 will be affordable apartments, 12/146 will be affordable ownership homes, 43/146 will be market rate homes.

Question regarding concentration within the development, how people in different income tiers will be disbursed through the property—market rate and lower income tenants will be diversified through the property

Question regarding who is accountable for activities of tenants—the property management company will handpick tenants and will remove tenants who violate the rules and requirements of tenancy

After 30 years, the affordable rentals can go to market rate (but the developer could also pay a penalty and get out of that requirement earlier).  Affordable houses can be sold by tenants at market rate but then they must pay back a second mortgage to the city, in the case of foreclosure, the property will remain affordable.  Former Hanson/Taney residents will have priority for affordable and subsidized units.

Timeframe—developer goes before the HPC in 30-45 days and hope to break ground by late summer/early fall, they will lose the Hope VI money if it is not spent by September 2008.

Project includes a 10,800 SF community center but no open space.

City/Community Presentation

Kara Norman discussed the Downtown Frederick Partnership and its purpose and action plan (handouts).  Residents can become involved in the Partnership by volunteering for events, participating in activities, sitting on committees or donating money.  The Partnership also offers a business speaker series for small business owners.
