Commission:
Advises the Mayor, Board of Aldermen, and the Director of Human Resources and Administrative Services on all problems concerning personnel administration. Makes investigations concerning the administration of personnel in the municipal service and reports its findings. Hears appeals in cases of employee suspension, demotion, or removal.

Sec. 127. Personnel board--Appointment; composition; qualifications; term; vacancies; removal.
(a) There shall be a personnel board appointed by the Mayor, with the advice and consent of the Board of Aldermen. It shall consist of three members. Each member shall be a registered voter; a resident of the City, own property in the City or operate a business or have his or her primary employment with a business located in the City; hold no other City position; and shall not hold any public elective office. The Mayor, with the advice and consent of the Board of Aldermen, may designate one of the members of the personnel board as chairman.
(b) Members of the personnel board shall serve for a term of six years, and the three terms shall be staggered so one term expires every two years. Vacancies shall be filled for the remainder of the terms by appointment by the Mayor, with the advice and consent of the Board of Aldermen. A member of the personnel board may be removed by the Mayor, with the advice and consent of the Board of Aldermen only for cause and after being given a written statement of the charges against him and a public hearing thereon.
