Aldermen Present: Alderman Hall, Alderman Koontz, Alderman Imhoff.
City Staff Present: Saundra Nickols, City Attorney; Keith Brown, Water Superintendent;
Citizens/Representatives Present: Mr.Mike Watkins, Harris Smariga & Associates.
Alderman Koontz moved to approve the minutes as published. Alderman Imhoff seconded the motion and the minutes were approved.
Item 2: Discussion of a request by Harris Smariga
& Associates to allow the existing condition of two water meters serving a
single lot to remain on Lafayette Square located at the intersection of South
Market and West All Saints Street.
Mr. Mike Watkins, Harris Smariga & Associates, stated that the property owner is subdividing the property to create three fee simple lots which would create multiple water connections to the same lot. In order to avoid creating a parallel water line to serve only one property, they are requesting that they be allowed to have two meters serving a single lot.
Mr. Brown stated that it is possible that there is only one sewer line which services Lots 107 & 109 and that an additional sewer line may be needed. The regulations indicate that to sell each lot separately, each lot must have its own water and sewer lines.
Alderman Imhoff agreed that the applicant must have the utilities located on the property/ies verified.
Mr. Brown stated that the utilities should be verified by a plumber. His main concern is the sewer issue.
Ms. Alice Faison, Lafayette Development, asked if there was a problem in keeping the two water meters as long as separate sewer lines are verified.
The Aldermen agreed that the existing utilities must be verified, and that if there is not a separate sewer for each lot, that issue must be rectified before obtaining subdivision approval from the Planning Commission.
Alderman Koontz moved to recommend approval to the Mayor and Board of Alderman of the two water meters to the property conditioned upon verification of existing utilities and that if not already present, separate sewer lines are provided for each lot. Alderman Hall seconded the motion which was unanimously approved.
There being no further items on the agenda, the meeting adjourned by a unanimous vote at 2:20 p.m.
