Item 1: Approval of the minutes
from the meeting of April 14th, 2004.
Alderman Lenhart moved to approve the minutes. Seconded by Alderman Bill Hall.
Item 2: Discussion and
consideration of a request by Peggy Young of Wayside Radio Service Inc. for the
extension of a storm sewer on East Patrick Street from 423 East Patrick Street
to the Frederick Fairground property to coincide with major repair work that
has already been scheduled.
Mr. Eugene Young explained how after a very heavy rainfall a large amount of water had come into the back of the property due to lack of drainage and the inability of water to channel into the city storm sewer. Mr. Young stated that during the Carroll Creek project ten years ago, the driveway to the back of their property had not been completed properly. Mr. Young asked for the completion of a storm sewer that was started during the Carroll Creek project to be completed to the Fairgrounds. Mr. Paul Lee stated that he spoke with flood control designers and confirmed that some of the berming did not appear to be in the area that would reflect some of the water from the parking lot. Mr. Richard Lind stated that he reviewed the plans and stated that there were problems with the way the road in that area was built. Mr. Lee stated that the real solution was to have a storm drain along Patrick Street extended along the Fairgrounds so they can connect. Mr. Lee stated that there have been discussions with the State as to who owns the road and felt that ownership maintenance issues have to be resolved with the State on Patrick Street from Monocacy all the way back over to Carroll Creek. Saundra Nichols explained some of the agreement issues and stated that a meeting with the State was scheduled for Friday, May 17th. Alderman Lenhart asked about interim measures. Mr. Young felt that fixing the driveway would alleviate a god bit of the problem. Mr. Lee agreed. Mr. Lind offered suggestions regarding easements and storm drains. Mr. Lee further explained the city’s comprehensive plan with regard to the replacement of the 100 year-old water main and major repairs that still need to be accomplished on the road. Mr. Lee also explained how some of the work done on the road by the City could disrupt or break the water main due to disturbance.

Ramsburg moved to have staff research the entire project and come back to a
future Utility Committee meeting with some mitigating features to help the
business at 423 East Patrick Street temporarily and get the information from
the State as needed. Seconded by
Alderman Lenhart.
