Item 1: Approval of the minutes
from the meetings of December 10th, 2003 an January
14th, 2004
Minutes for December 10th,
2004 were tabled. Minutes for the
meeting for January 14th, 2004, were approved as written.
Item 2: Discussion and
consideration of a request by Harris, Smariga and Associates, Inc., for
a second sanitary sewer tap for City Parking Deck #4.
Mr. Chris Smariga explained the site plan and elevation plan and stated that in the front of City Parking Deck #4 is a proposed 4 story municipal office building and in the back is a one story office building. Mr. Smariga explained the reasons for the need for a second sanitary sewer tap. Ms. Smariga stated that there would be access utility easements that the city would be able to serve in the future. Alice Miller stated that in the event the city would want to split this area into separate properties, a second tap would be needed anyway. Randy Connatser of the city water department said that they did not see problems with the second tap.
Motion: Alderman Ramsburg moved to approved the second sewer tap. Alderman Marcia Hall seconded. Vote 3-0 in favor
Item 3: Presentation of the
Land Use Council of Frederick County by
Jim MacGillivray
Mr. Smariga spoke as President of the Land Use Council of Frederick County and part of the Frederick County Builders Association and stated that one of the objections is to see that that City has a safe abundance and reliable source of water for the community. Mr. Smariga stated the council has formed a committee and hired an engineer with their own funds to help evaluate the water situation in the City. Neil Peters spoke about the ARM consulting group and what they wanted to accomplish. Mr. Peters stated that their group would like to see timely reports from the WATER NOW team that the City has established and wanted to know when information would be available. Alderman Bill Hall asked about the status of the WATER NOW team and what progress had been made. Alderman Ramsburg stated that she would put the questions forward that have come to this meeting to all of the elected officials and make a request of the Water Team for answers as well. Tom Pellegrino spoke for the Water team for the city and explained some of the work they have accomplished to date. Alderman Ramsburg stated that what she understood from Mr. Pellegrino is that the project team is setting up projected plans for each initiative of the Malcolm Pirnie Report and going to (MDE) Maryland Department of the Environment on Friday (3/19/04) to talk about the possibility of raising our possible allocated water. Alderman Ramsburg and Alderman Marcia Hall asked about projected timelines for information. Mr. Pellegrino stated that the water team was working on meeting deadlines on time. Mr. MacGillivray stated that he would like a mechanism where information could be made available on a regular basis and asked the Alderman to help in this process. The Alderman were thanked for their time and the meeting ended.
Next meeting date will be April 14th, 2004 in room 214 at City Hall.
