Present:  Alderman Bill Hall, Alderman Dave Lenhart, Marc Stachowski, Randy Connatser,  Chip Stitley, Bob Waltz, Kenny Shapiro, Eileen Farrar, Saundra Nickols,

Not Present:  Alderman Donna Kuzemchak Ramsburg

 

Item 1:  Approval of minutes of November 12th, 2003 meeting.

Minutes were approved as written.

Item 2:  Discussion and consideration of a request by Kenneth J. Shapiro for a second tap at 310 Chapel Alley, which would allow for a gravity sewer for a proposed outbuilding on this property.

Discussion: Mr. Bob Waltz explained the request for a second tap on the property line to provide a gravity sewer to a quest house behind the existing house just renovated by the Shapiro’s. Mr. Waltz stated that both Randy Connatser and Mr. Remsburg looked at the sewer that is in the front of the building and found that there was not enough depth to make a reasonable gravity flow sewer connection to the back of the property and there was a 12” difference in the amount of coverage that is needed. Mr. Stachowski was concerned about the one tap per lot, and asked if other avenues had been pursued.  Mr. Waltz looked at a sewer ejector system but stated that the city plumbing inspectors would not automatically approve it. Mr. Stachowski asked about other options and Mr. Waltz stated that there were problems with depth and ground cover. Mr. Connatser stated that they had looked at the property line and would like to have a better plat for the property line. Alderman Lenhart asked about the water use of the addition and water use changes. Mr. Connatser again stated that he would need a good set of drawings and plans.  Alderman Lenhart asked about precedence and was told that this would be following precedence as far as an unusual situation such as this one. Alderman Lenhart asked if this would unknowingly change the neighborhood if Mr. Shapiro should sell the property.  Alderman Hall said compared to what was originally at this property site the answer would be no. 

Motion:  Alderman Lenhart moved to recommend approval of a second tap at 310 Chapel Way in Frederick for Mr. Shapiro with a notation on the final site plan that it has been approved by the Mayor and Board of Alderman . Seconded by Alderman Bill Hall. Vote 3-0 in favor.
