TAXI CAB COMMISSION MEETING

Present: Alderman Dave Lenhart; Alderman Bill
Hall, Alderman Donna Kuzemchak Ramsburg, Lt. Thomas Chase, Kenny Shapiro,
Eileen Farrar, Jerry Wood, Arnold Lydard.

Item
1: Approval of the minutes from the meeting of March 22nd, 2004.
Alderman
Hall moved to approved the minutes and Alderman Lenhart seconded.
Item
2: Taxicab Applicant Appeals.
Alderman
Lenhart moved to close the meeting according to the statutory authority of
state government article 10-508A to protect the privacy or reputation of
individuals with respect to a matter that is not related to public business
Vote was 3-0 in favor of closing the meeting.
Lt. Chase proceeded to review the case of the applicant and explained
the reasons for the applicant’s denial.
Discussion continued with regard to written parameters that might be
established for staff to follow in the initial process for denial. Mr. Shapiro suggested that a rating or point
system could be established for the Commission as well. Alderman Bill Hall
stated that he knew this applicant from a previous workplace and recused
himself and left the meeting. The
applicant was allowed to enter the meeting at this time and presented his case
to the commission.
Motion: Alderman Ramsburg moved to uphold the
recommendation of the Administrative agency and deny this application due to
applicants driving record. Seconded by
Alderman Lenhart.
Alderman
Lenhart encouraged the applicant to reapply in six months after a track record
of improvement and correction of driving record can be documented.
Alderman
Hall was asked to enter the meeting at this time.
Alderman
Ramsburg asked the two applicants that did not show for this meeting be given
30 days to return for an appeal at the next Taxicab Commission meeting. This was seconded by Alderman Hall. Vote was unanimous.
Alderman
Ramsburg moved to continue this meeting in open session. Seconded by Alderman
Hall. Vote was unanimous.
Alderman
Ramsburg asked if a discussion could be held on insurance requirements for the
State of Maryland as well as other jurisdictions and it was determined that
this would be discussed at a future Taxicab Commission meeting.
Public
comment:
Mr. Arnold Lydard stated
that he was opposed to the all of the fees associated with obtaining a
permit. Mr. Lydard felt it was too
expensive for a person looking to get a job.
Discussion continued as to the value of a permit and why the fees are
incurred. Mr. Lydard suggested that the
applicant be confident that his application for a permit be accepted before
investing in all of the fees.
The next meeting of the
Taxicab Commission will be on May 24th, 2004 in the boardroom of
City Hall.
