Grants Update

Alderman Ramsburg stated that all of the selected approved grant applicants had been notified of their awards.  Ms. Ramsburg also explained that one grant application was lost in the process and thought it fair to allow that applicant to appear before the Commission.  Mr. Buck Browning, area director for Boys and Girls Clubs of Washington County, along with Mr. William Chaney of the Frederick chapter explained their program and how funds from the Education Commission would provide services to this program.  The Commission asked Mr. Browning to submit further information to the Commission and he agreed.

Mayor Holtzinger’s Vision

Alderman Ramsburg spoke to the Commission regarding New Mayor Holtzinger’s vision for how the Education Commission could be a better advocate for the children of the City of Frederick.  Ms. Ramsburg also stated that the Mayor would like to see a large regional park of possibly 50 acres or more along with a Youth Center for the City. Ms. Ramsburg also stated the Mayor would like the Education Commission provide the planning commission of the city with input involving development how it would involve the schools in that area.

Committee Structure

A lengthy Discussion was held regarding the possible formation of sub committees that would be formed to include the recruitment of people to attend other meetings and do research regarding the creation of a youth center and regional park in the City. Ms. Debbie Bostian suggested to the commission the possibility of breaking up into four sub committees; one for planning; one for parks; advocacy; and grants would be a part of the whole commission.

 Meeting Format

Discussion was held regarding information that would be brought to each meeting.  Each person that agrees to attend a particular meeting, such as the planning commission or parks and recreation, would bring that information to the commission meeting.  Materials such as staff reports and agendas from the planning commission would be helpful for discussion at each meeting. Alderman Ramsburg stated that she would bring a structure to the commission for future meetings.  Ms. Bostian stated that she thought it best to have each item from any parties attending future meetings bring their requests in writing so that a formal vote can be made for the record.

Issues and Concerns

Mr. David Markoe spoke on behalf on the YMCA and issues regarding transportation of children to schools and stated that there may be a duplication of funds spent on other organizations that are not chartered in Frederick county or The City of Frederick offering the same service.

The next meeting will be held on February 16th, 2006 at the Talley Recreation Center at 4:30 p.m.
