Sec. 26-11. Same--Amendments to National Electrical Code.


The National Electrical Code, 1987 Edition (and its successor editions), is hereby amended in the following respects:
(a) No electrical wiring for light, heat or power shall be installed hereafter in any building or structure or for any outdoor electrical display or sign, nor all any alteration or extension of any existing electric wiring system be made except in conformance with the provisions of the current issue of the National Electrical Code.
(b) The materials, fittings and devices enumerated in the list of inspected electric materials of Underwriters Laboratory, Inc., as revised from time to time, shall be acceptable as suitable for use under this article.
(c) The inspector shall, during installation of an electric wiring system, make inspections to assure compliance with the National Electrical Code.
(d) Before any person, firm or corporation shall install, renew, extend or cause to install, renew or extend any electrical wiring, they shall first apply for a permit; said permit shall be obtained from the department of permits and code management.
(e) No electric wiring shall be concealed unless inspected and approved. A duplicate record of such approval shall be filed with the department of permits and code management.
(f) The inspector shall, within a reasonable time after notice of the completion of electrical wiring for which a permit is required by this article, make an inspection of such work and make such tests as may be necessary to determine that it conforms with the provisions of the National Electrical Code, and shall make a reinspection of an electric wiring installation whenever it deems it necessary in the interest of public safety.
(g) No company providing electricity shall attach its power lines or meters to any customer’s property within the City of Frederick until a temporary or permanent meter cut-in certificate has been issued by the inspector. Said inspector shall issue a meter cut-in certificate in duplicate; one copy of said certificate shall be sent to the electric company furnishing electricity for the customer’s property, and the other copy shall be retained by the city.
(h) The provisions of the National Electrical Code and the amendments thereto as hereinbefore set out shall not apply to the reconnection and/or relocation of the power lines and/or meters made necessary by the undergrounding of overhead power lines and facilities in the city.
(i) Ungrounded conductors of different voltages shall be of different color or identified by other means.
(j) Nonmetallic sheathed cable shall not be used in any multifamily dwelling or other structure exceeding a total of four (4) floors. “Floor” means the entire story of a building from floor to ceiling and shall be inclusive of all below-grade, split-grade or above-grade conditions.
