In the event the mayor and board of aldermen shall deem it expedient and proper to discontinue furnishing water to any consumer at a flat rate, the city may, after installing and connecting a meter at its own expense, either on the consumer’s premises or on the sidewalk adjacent to the premises, require the consumer to pay for measured water at the prescribed rates or charges fixed by the board of aldermen.
