The city may purchase and install water meters on such consumers of water supplied by the water system of the city as, in its opinion, will be expedient and proper.
All new and replaced water installations or connections shall be furnished with a water meter, and the consumer shall be required to pay for water at the prescribed meter rates or charges.
Every water connection with the municipal water system outside the city shall be equipped with a water meter approved by the city engineer and provided and installed at the expense of the consumer. (Code 1953, § 21.7; 1961 Supp., § 21.31.)
