Whenever the plumbing inspector shall reject or release to approve any plan or specification for, or the mode or manner of construction proposed to be used in the installation of air conditioning equipment utilizing water or when it is claimed that the provisions of sections 25-23, 25-24, 25-25 or 25-26 do not apply or when it is claimed that the true intent and meaning of these sections has been misconstrued or improperly interpreted, the matter may, within ten (10) days of such rejection or refusal, be appealed to the mayor and board of aldermen for final decision.
