(a) All water rent is due and payable in full for the premises, unless a payment plan is approved by the chief financial officer or his designee. In the event the chief financial officer or his designee denies a request for a payment plan, the denial may be appealed within ten (10) days, and submitted in writing, to the utility committee. Such appeal shall be submitted to the utility committee for recommendation or denial to the board of aldermen, who shall make the final decision.
