Sec. 25-18. Flat rates within city.


(a) Every consumer desiring water service within the city where water meters have not been installed shall contract therefor as hereinafter provided. The rate of rental and charges, payable on the first day of April and October, shall be as follows:

(b) In no event shall the charge calculated according to the above schedule be less than the base installment amount plus the additional amount based on usage of twelve thousand (12,000) gallons imposed in section 25-19 of this chapter.
