There is hereby imposed a service and inspection charge of ten cents ($0.10) per day per unit on the occupant of each unit of trailer camps licensed under the provisions of this chapter. The licensee of the trailer camp shall collect this charge for the city and pay it over to the city treasurer on or before the tenth day of the succeeding month for which it is collected.
